| Set up autonomous body to implement e-governance: IT expert | | | Early Times Reporter Jammu | Feb 19 A leading IT expert camping here in the winter capital Col Sanjiv Kaul on Tuesday gave a sound piece of advice to the state government to immediately resurrect its ambitious e-governance programme in order to keep pace with the fast developing states across India and set up an autonomous body to monitor its implementation. Addressing a press conference here in Jammu Col Sanjiv Koul of ZEE Ten Cybernetics group of companies said that if state government failed to implement its own e-governance programme in time it will lost out in the race of best governed states and perform abysmally in the near future. He suggested setting up of an autonomous body with the sole objective of implementing e-governance programme in the state in the next five years. Mere planning and formulating IT policy will not solve the problem. The bigger challenge is to implement the programme. Koul said several stakeholders are there and in order to make it a reality a government, public private partnership is required and the synergy between these will come handy to complete the process of e-governance. He said the main is to facilitate administration and ease tedious methods. Quotiong references and sharing g his own experience of working in the e-governed environment Sanjiv Koul said that various state governments have gone ahead and introduced specially designed e-governance programmes keeping in mind the requirements of the target audience.Farmers these daysa re receiving feedback from different Mandis on line besides information of stock availability. Like wise revenue department, education and health department ,transport department if implement e-governance programmes they will become people friendly and help the govt to streamline the administration . He said for a state like Jammu and Kashmir, reeling under acute resource crunch, implementation of the project would help save money. He said if we delay further the state of Jammu and Kashmir will start experiencing its negative side effects.The delay may cause irrecoverable damage to the states’ needy development and welfare activities , leading to unspecified downturn, which otherwise needs to be arrested. He said ff the state government will seriously monitor implementation of its ambitious programme on the ground the state will be able to wash the stigma of troubled state and will be labeled as prosperous and paradise state.
