State Vigilance Organization today produced challan against Nazir Ahmad Shah, former Chief Engineer R&B Kashmir, who was caught red handed while accepting bribe of Rs.30, 000 on March 30 last year from a contractor in consideration of issuing a contract order for construction of a footbridge at Kulangam Handwara.
The Vigilance Organization on a written complaint of Altaf Hussain Teli s/o Ghulam Hassan Teli of Kulangam registered a case FIR No. 18/2007 P/S VOK U/S 5 (1) (d) r/w 5 (2) PC Act-2006
It was alleged by the complainant that he had, as contractor, submitted tenders for execution of works in response to NIT No. 62/06-07 dated August 7, 2006 to the Chief Engineer, R&B Kashmir in August 2006 and that his tender was found the lowest. The rates were further negotiated and he was to get an allotment for construction of Foot Bridge at Kulangam, Handwara over Puhroo Nallah from the Chief Engineer, who demanded Rs.50, 000 for issue of the allotment order.
During the investigation, the officials of SVO caught red handed the said Chief Engineer while demanding and accepting a bribe of Rs.30, 000 from the complainant on road side at Karan Nagar, Srinagar as illegal gratification. The tainted money and the relevant file, which the Chief Engineer was carrying in his official car, was recovered on spot in presence of independent witnesses. The hand and pocket wash of the accused tested positive and he was taken into custody.
After completing the investigation of the case and accord of sanction for prosecution, the Challan of the case was produced in the Court of Special Judge Anti Corruption, Kashmir. At the time of presentation of Challan the accused, already on bail, preferred to remain absent following which the Court issued a warrant of arrest against him. The next date of hearing has been fixed on March 27, 2008.
