Kishtwar: Detachment of docs, paramedical staff demanded

Kishtwar, June 27: The poor people living in rural areas of Kishtwar and Doda districts are demanding detachments of all health employees including doctors appointed under National Rural Health Mission (NRHM).
In order to provide health-related facilities to the people living in rural areas, the government of India engaged doctors, paramedical staff and supporting staff under the NRHM with focus laid on rural and unconnected areas where people suffer the most due to non-availability of doctors.
But the influential employees including doctors manage to get themselves attached in urban hospitals, as a result of which the main aim of the centrally sponsored scheme got diluted.
In order to end the hegemony of the influential doctors, a meeting to discuss the issues pertaining to health sector was held under the chairmanship of chairman Legislative Council on 4-6-2018 which was also attended by the outgoing Health Minister, Principal Secretary Health and Medical Education and several officers of the health department. The issue of attachments of medical officers who are not serving at their original place of posting was also discussed. Accordingly, Mission Director NHM, J&K Dr. Yashpal Sharma vide order No. SHS/NHM/RBSK/JK/9406-16 dated 11-06-2018 directed the Chief Medical Officers Kishtwar to reprimand all the orders of attachments, shifting, internal adjustments of NHM employees including RBSK Medical Officers issued by the office of Mission Director NHM J&K or such order issued by the CMO office stands cancelled with immediate effect and further directed the CMO Kishtwar to submit the compliance report by 18-06-2018.
Similar directions were issued to CMO Doda vide No. SHS/NHM/RBSK/JK/9395-9405, dated 11-06-2018, but with the imposition of the Governor Rule, both the CMOs failed to implement the order in letter and spirit.
The people have now urged upon Governor N N Vohra and his advisors to get the order implemented on ground in the interest of the poor people of far flung areas of the state as Kishtwar and Doda districts are not the alone cases where mass scale attachment in health department has been done as similar reports have been received from almost all the Districts of the state.
When contacted BMO Dachhan Dr. Anil Sharma said that the order with regard to detachments of all the attachments within the medical block has been implemented in letter and spirit. He said all the doctors and other health staff of his block attached in other medical blocks or in the district are yet to join the duties at original place of postings.
