| New districts draw empty | | No staff; only less than 60% targets achieved | | Early Times Reporter Jammu | Feb 23 Early budget, big transparency claims and efficient work culture but net result brings out gloomy picture. Just over a little over one month has remained for the current financial year to end but only upto 60 per cent financial and physical targets of development in the district sector have been achieved so far. Last year the state government had described as historic move the advancing budget session from February to January and had claimed that this will make fund dispensation and consequent work performance more efficient and result oriented. However, as the financial year comes to end, the Deputy Commissioners in their report to the Chief Secretary have said that only 60 per cent of the targets could be achieved. The situation is still worst in the newly created four districts of Jammu province. The reason for non execution of works in the newly created districts is that most of the departments at the district level are either lying completely vacant or have not been created at all. The government went ahead of create new districts but there is hardly any administrative structure in the new districts except the Deputy Commissioners and few Revenue officers. Giving example of new districts an officer told EARLY TIMES, “regions like Reasi, Kishtwar, Samba and Ramban could have got better development attention as a part of the existing administrative units. These places have been declared as districts but there are no officers and staff to monitor and executive the developmental programs”. In a meeting with the Chief Secretary here today, the District Development Commissioner’s of newly created four districts apprised him that due to non-functioning of certain departments in these districts funds are not released by such departments in time for execution of development works. The Chief Secretary has now directed the Commissioners to fill up all the vacancies in education department on contractual basis till these posts are filled permanently by the Selection Board. He asked the Divisional Commissioners to prepare a comprehensive plan for constructing offices and developing infrastructure in all newly created three sub-divisions and 23 tehsils. |
