| VOJ presents challan in microscopes scam | | Challans served to seven including 3 CEOs | | Early Times Reporter Jammu | Feb 26 Vigilance Organization Jammu presented challan in much publicized microscopes purchase scam against 7 persons including 3 Chief Education Officers in the Court of Special Judge Anticorruption Jammu, the Special Judge Anticorruption Jammu Mr. Kartar Singh directed the Vigilance organization to lead the evidence for framing charges. According to the challan during the year 2004-2005 Education Dept Jammu purchased substandard laboratory equipments including microscopes for examining properties of minerals on highly exorbitant rates. Accordingly JSC was conducted so revealed that in response to the tender notice issued no August 25, 2004 Divisional Level Purchase Committee of Education Dept Jammu, M/S Cosmo Politan Traders Vir-Marg Jammu offered quotations for supply of microscopes @ Rs 1800 per microscope as against print price/bills of Rs 650/-. Mr. Jatinder Kumar Gupta then Accounts Officer, Directorate of School Education Jammu (Member Secretary), Balwan Singh Lecturer SIE Jammu as Expert. The enquiry further revealed that Mr. Rameshwar Sharma then Lecturer Geology Govt Higher Secondary School Samba being an expert member has also facilitated the approval of rate and purchase of sub-standard dissection microscopes instead of microscopes intended to be purchased for testing Geology. Having succeeded in getting the rates approved with active connivance of experts suppliers S Jasvinder Singh Manocha Prop of M/s Cosmo Politan Traders Vir-Marg Jammu reported M/S Prem Parkash Verma then CEO Kathua, Balbir Singh Jamwal then CEo Udhampur and Thakur Dass Sharma then CEO Pooch in criminal conspiracy by abuse of their official positions with ulterior motive of extracting maximum undue benefit out of the deal have purchased microscopes on highly exorbitant rates much over and above the actual recruitment. The purchases thus effected have put the state exchequer to the loss of Rs 3.45 lacs. The act of omission and commission on the part of accused public servants and accused suppliers constituted offences u/s 5(1) (d) r/w 5(2) PC Act 2006 BK and section 120-B RPC and after completion of the investigation challan was presented against the persons in which it has been mentioned that during tendering process they had also received one of the quotations from M/S United Sales Corporation Jammu mentioning the single nose price small size Ambala make specifications @ Rs 395/- per microscope and the accused persons rejected this offer without assigning any specific reason thereby violating instructions of the Govt. In the challan it has been mentioned that accused persons have purchased of 300 dissecting microscopes much over and above the actual requirements, whereas in whole jammu division only 10 microscopes were actaully required. This fact has been corroborated by a letter dated August 5, 2005 and September 6, 2005 addressed to the Commissioner/ Secretary to Govt Education Dept and State Vigilance Organization as well. As regards DLPC members Mr. TK Dwivedi IAS then Director School Education Jammu convener DLPC and Dr. RR Dubey Joint Director School Education Jammu remained negligent/ careless while approving the rates of microscopes and are liable for departmental action whereas two other members Lalit Gupta Principal SIE Jammu and Sohan Lal Seghal then CEO Jammu who have since retired, therefore, no departmental action is required to be taken against them. |
