Reasi gets eight mini-secretariats

At a colourful function here today, the Chief Minister, Ghulam Nabi Azad laid the foundation stone of the multi-crore Mini-Secretariat, the first of the eight new district offices complexes being constructed for as many new districts created by the present government in Jammu & Kashmir last year.
With this, the district of Reasi takes a lead over other seven newly created districts including Samba, Kishtwar, Ramban, Kulgam, Shopian, Ganderbal and Bandipore in formally implementing the Chief Minister's idea of providing services under one roof and bringing about synergy among various district offices. The work on other seven complexes is also at different stages and would be formally kick-started soon by the Chief Minister who believes in laying foundation stone of a project only after it comes above the ground level.
The construction of the Mini-Secretariat here is a two-phase project estimated to cost about Rs. 34 crores. In the first phase the foundation stone of which was laid today by Mr. Azad, the DC Office, Conference Hall and a three-storey Mini Secretariat, (Block 1) or complex for district offices will be constructed at a cost of Rs. 24.04 crores. The second phase will see the construction of the Mini Secretariat Block 2. The entire complex will be spread over an area of 100 kanals.
The creation of eight new districts in the State was a landmark decision taken by the Azad-led coalition government as it saw the long awaited Wazir Commission Report being implemented at last. The government, in fact, went further than the recommendations and created eight districts, four each in Kashmir and Jammu provinces, instead of four as recommended by the Commission 27 years ago.
On July 6, 2006, eight new districts along with 3 sub-divisions and 12 tehsils were created by the government in Jammu & Kashmir. Twenty-five days later, the decision was followed by the constitution of a Demarcation Committee headed by the former Chief Secretary, Dr. S. S. Bleoria to demarcate the boundaries of the newly created administrative units. The Nodal Officers for the new districts were appointed on October 27, 2006 and November 24, 2006. The Demarcation Committee submitted its report on February 15, 2007 and the District Development Commissioners were posted on March 31, 2007, making the new districts operational from April 1, 2007 .
With the new districts becoming operational, the country witnessed history being made as it had happened for the first time that as many as eight districts were announced and actually became operational in a record time of eight months. The process involved announcement of new districts, setting up of a Demarcation Committee, appointment of Nodal Officers to identify and arrange official and residential accommodation for DDCs and SPs and the posting of civil and police chiefs of the new districts.
Further, the government on November 20, 2007 also created 2109 posts of major departments for the new districts. The creation of posts in other departments is under process. The surplus staff of PSUs numbering 106 has also been deputed to the new districts even as the posts of Additional District Development Commissioners were created on July 18, 2007.
Today's function was attended, among others, by Deputy Chief Minister, Muzaffar Hussain Baig, Minister for R &B, Jugal Kishore, Minister of State for Rural Development, Finance and Revenue, Ajaz Ahmad Khan, MLA, Dr. Manohar Lal and Divisional Commissioner, Jammu, Sudhanshu Pandey.
The Chief Minister also laid foundation stone of the Tourist Reception Centre on the banks of the Chenab River here. The TRC would cost Rs. 2.95 crores and provide the facilities of rooms, dormitory, restaurant, cloak room, conference hall and toilet blocks. The TRC is one of the major facilities coming up in the area being developed as a tourist circuit.
Secretary, Tourism, Naeem Akhtar and other officers of the Tourism Department were present on the occasion.
