| Azad for urgent launching Urban Development schemes for two capital cities of J&K State, projects worth Rs. 3000 Cr reviewed at high level meeting at Delhi | | | New Delhi July 5 – A high level meeting was today chaired by Chief Minister of Jammu and Kashmir State Mr. Ghulam Nabi Azad at New Delhi for exploring possibilities of expeditious clearance of the prestigious projects prepared by Jammu and Kashmir Housing Department and submitted to Ministry of Housing and Urban Development, Government of India for massive development of two capital major cities and major towns of Jammu and Kashmir State. The meeting was attended by Secretary Housing and Urban Development, Government of India, Economic Advisor to J&K Government, Mr. Hasib Draboo, Chief Secretary of J&K, Mr. C. Phunsog, Secretary Co-ordination/Resident Commissioner, New Delhi, Mr.Ajit Kumar, Principal Secretary to Chief Minister, Mr Anil Goswami, Commissioner Finance Department, Mr. B. B. Vyas, Secretary Housing Department, Mrs Naseema Lanker, Principal Secretary Power, Jammu and Kashmir state, Mr. Madhav Lal, Vice Chairman, Srinagar Development Authority, Mr. Naseem and other senior officers of Ministry of Housing and Urban Development, Government of India and state officers. Chief Minister emphasized for immediate steps required to be taken to develop two capital cities of Jammu and Kashmir and other major towns through massive development schemes under NURM and UIDSSMT. He said that Jammu and Kashmir has suffered during last 18 years and total infrastructure has been rendered to shambles, therefore all development works are to be taken up on priority basis. Mr. Azad pointed out that due to paucity of funds, the required infrastructure in cities, major and small towns could not be taken up in past to such a scale which could synchronize with demands. He said during his visit to various parts of Srinagar he himself observed that roads are in pathetic condition and proper planning and adequate funds in crores are required for widening of road, strengthening the transport route system, reorientation of Sewerage and drainage system. He said similarly Jammu city is also in need of proper planning and earmarking of proper funds for its development. The PHE and other water supply schemes in cities and towns are required to be developed. Further he said that when he was Housing and Urban Development in Union Cabinet he made it sure that Jammu and Kashmir is covered under special category state entitled for 90 percent grant under NURM, as compared to earlier 50 percent grant by the centre on condition of 50% investment by the state. Which was rarely being earmarked. He said because of 50: 50 ratio of state and central investment for Urban Development Schemes, various prestigious projects suffered. However, now with 90:10 % ratio in urban areas of Jammu and Kashmir are passed towards development and progress. Chief Minister said it is very essential that Jammu and Kashmir State is able to take full benefit of all the schemes under NURM and UIDSSMT. He expressed his confidence that with the successful implementation of all the schemes through NURM and UIDSSMT, the entire developmental profile of Jammu and Kashmir State will take a positive change and cities of the state will emerge as ideal cities of the country. On this occasion the Secretary housing and Urban Development, Government of India assured the Chief Minister that full support will be provided for approving all the projects for the development of Srinagar and Jammu cities and also for the development of major and small towns of the state. Contd He said that in order to expedite the appraisal and approving method of the projects a special team of the Ministry will visit the state during next week to help the concerned departments about preparation of the viable and effective projects. On this occasion Secretary Housing and Urban Development Jammu and Kashmir State Ms. Naseema Lanker presented detailed projects with regard to development of major cities of Jammu and Kashmir State to the extent of Rs. 3000 crores which was handed over to the secretary Ministry of housing accordingly for immediate clearance. The projects included new construction of roads in cities, widening of roads, removal of road bottle necks, development of bus terminals, parking areas, construction of small bridges and revival of core area development to give proper face lift to all parts of the cities particularly old city. The meeting was also informed that the Jammu and Kashmir state has already taken reformatory measures, which entitles it to take full benefit under these schemes. The Chief Minister advised all the officers of the state to remain in constant touch with the Ministry of Urban Development Government of India in order to complete all the formalities required for successful implementation of all prestigious schemes which are of paramount importance for the entire Jammu and Kashmir state.
