| SINHA recalls: ‘WHEN BRITISH OFFICER GAVE me A DIRTY LOOK’ | | |
Jammu, August 25 :- Governor,Mr S.K.Sinha,on Saturday went down the memory lane while highlighting the importance of auditing in Government offices and other establishments. Speaking at a conference organized by the Northern India Regional Council of the Institute of Chartered Accounts the Governor said “at the age of 18, I had joined the Army and one day my British commanding office entrusted me with the task of preparing the cash book and the double entry system had been already been introduced.” He said “ when I submitted my accounts book the officer,after going through it,lost his cool and threw it on the floor telling me that I had committee several mistakes.” “I informed my officer that I had no knowledge of the maintaining accounts and I assured him that I would not repeat such mistakes if I was given a chance again,”the Governor said. He said that “I did not want to bow down and collect the book and instead I called for the orderly and told him to pick up the book and place it on the table of the Sahib which he did.” Mr Sinha recalled that the commanding officer “looked at me and gave me a dirty look.” He added when “I narrated the incident to a colleague of mine he told my that my goose is cooked and the colonel willk make life difficult for me.” He said in a few months “I was posted to Burmah and surprisingly I received promotion orders.I was elevated to the rank of a captain.” It was music to “ears when I was told that the same colonel had recommended my promotion.” He took the credit for introducing group insurance in the Army when he was Adjutant General in late 70s.He said that good auditors could help the Government in saving wasteful expenses.He said that when I floated the idea of introducing insurance cover in the Army he was told that it needed a lot of funds for raising the infrastructure.He said with the help of a good auditor,who worked out a suitable solution,the scheme was introduced,it is prevalent even now, without incurring heavy expenditure. |
