| BUREAUCRATS IN KASHMIR STILL FEEL SCARY | | |
Srinagar,August 26 :-Chief Minister,Mr Ghulam Nabi Azad’s emphasis on good governance sent shivers down the spine of those teams of senior officers who had been assigned the task of visiting each district in the Kashmir valley for assessing improvement or otherwise in the work culture in offices,educational institutions and hospitals. Despite the fact that the police authorities provided security cover,in the shape of two escort vehicles,senior bureaucrats were highly apprehensive.In certain areas,considered to be militancy infested belts,the team members could not travel deep into the districts and concentrated on offices,educational institutions and hospitals located on either side of the main roads. It all started with the summoning of senior bureaucrats by the Chief secretary who handedover,during a breakfast meeting,a proforma to each office.The bureaucrats were astomished while going through the proforma in which the team members had been asked to write in detail the names of the offices,educational institutions and hospitals they visited.They had been told to list the attendance figures with their impression on the work culture. This exercise was part of the instructions issued by the Chief Minister soon after he took over as Chief Minister.Under those instructions the Departmental heads were supposed to submit in the first week of every month a report to the Government regarding the attendance chart,those who remained absent and what action had been initiated against the late comers.The instruction were compiled with by a section of departmental heads as others were critical of it on the plea that it needed a full team of officials to maintain the record.By now the instructions have become defunct. One of the members of a team said that “it is well nigh impossible for two officers to visit all offices,educational institutions and hospitals for evaluating the progress in work culture.” Reports said that one principal secretary suggested to his colleague not to venture out of the vehicle in the interior of the districts. Another member of a team said “it is simply an exercise in futility.Our visit does not remain secret and on the day of our visit employees would be punctual and later there is no gurantee for it.” He said the “matter should have been entrusted to a flying squad of police officials.If the practices is allowed to continue we may not get sufficient time to attend to our job in our offices.”
