Early Times Report

Jammu, Aug 20: The J&K Aam Aadmi Party has strongly hailed the decision of the Governor of holding election of Block Development Councils & District Planning & Development Boards after Panchayat election to strengthen democracy at grass root level.
For the first time in the history of Jammu & Kashmir, the state is now all set to have three-tier Panchayati Raj system after conducting of Panchayat elections in the state in October- December, in governor rule, though it has been adopted by many other states of the country. It is irony of fate that the people, in whom they repose faith as the saviours of democracy or democratic Institutions are in fact the real killers of democratic Institutions. The AAP-JK activits in a meeting held under the chairmanship of S. Deep Singh, National Council & Founder Member of AAP, have expressed wonder as to how things are set right when it is Governor's rule & how mess is created when supermacy of state government come into hands of so called elected rulers.
The release further said that the Block Samities and Zilla Parishad have never been framed here since independence playing a big joke with the citizens of the state. In fact the release said, that successive state governments never wanted to decentralize the powers into the hands of public representatives at the grass root level, duly elected by public in a democratic manner. The release added that these institutions have never been formed here by the successive state Governments as they never wanted to decentralize the powers into the hands of public representatives in a democratic manner for fear of losing the charm of cozy chair & getting irrelevant. Prominent among those who attended the meeting included Farooq Ahmad Banday, Kuldeep Kumar Rao, Om Parkash Khajuria, Raj Kumar Nischal, Sudershan Singh Jamwal, Ram Pal Khajuria, Mehar Singh and Rameshwar Samyal.
