| Infiltration level on rise | | | Early Times Reporter Srinagar | Mar 8 Though the level of infiltration from across the LOC has increased during the last three weeks militants continue to be on the defensive. During the recent weeks no militant groups has been in a position to carry out any major strike. Official sources said that small groups of militants have started sneaking into Jammu and Kashmir from across Kupwara, Poonch and Rajouri sectors. These groups of fresh infiltrators have not carried out any strike after they found those already operating in Jammu and Kashmir a demoralized lot. Sources said that these militants have realized that the level of moral and material assistance from agencies across the border had started reducing. Besides this, elimination of about a score top militants, including field commanders, belonging to Hizbul Mujahideen had forced it and other rebel groups to be on the defensive. The reason:militants and the separatists stand demoralized after the change of guard in Islamabad.Their fears were compounded when the co-chairman of the PPP,Asif Zardari,in his initial statement,favoured keeping the Kashmir issue on the hold so as to facilitate better and friendly relations with Pakistan. Agencies aiding militancy fear that Islamabad may not be as liberal in aiding militants operating in Jammu and Kashmir as it was hitherto. Reports from across the border indicated that fundamentalist element in the Pakistan Army had adopted a wait and watch attitude till the formation of the new Government.This element will watch the policies of the new Government and formulate its policy vis-à-vis militants in Jammu and Kashmir. Inputs with the intelligence agencies indicate that militants were in the process of regrouping in Jammu and Kashmir.They were also engaged in replenishing their weaponary after the security forces seized huge quantities of arms and ammunition from scores of rebel hideouts in various parts of the state.As part of their exercise of building their man and machine power women were being recruited as overground couriers of arms and ammunition.The security forces have arrested eight women who were found carrying guns and grenades. Another report said that militants have instructions to lie low till the campaign for the Assembly began. The report said that in case the Government lowered its guard militants would make a strong bid for wrecking the election.
