Rampant corruption mars ACD office

Kishtwar, Sept 13: Even though General Administration Department has issued various circulars and orders for detachment of all attached employees, Assistant Commissioner Development (ACD) Kishtwar, Anil Kumar Chandail, seems reluctant to relieve a Junior Assistant of Education Department attached on the directions of Deputy Commissioner Kishtwar.
Sources told Early Times that even after 10 days have passed since CEO Kishtwar requested ACD Kishtwar for relieving Junior Assistant Om Prakash, the ACD is yet to relieve this trusted lieutenant who had served in the department prior to his selection in Education department.
Sources said that the said Junior Assistant was verbally also directed by CEO Kishtwar to report back to original place of posting failing which his salary will be withheld along with a departmental action. But the Junior Assistant has full backing of ACD and was close to Deputy Commissioner Kishtwar with whom he also remained subordinate at the time of his posting as ACD Kishtwar.
It is pertinent to mention that DC Kishtwar who is the custodian for the implementation of the government orders in the district is himself violating the government orders with regards to detachments of various employees attached in numerous departments in the district by attaching a close associate from RDD department and has assigned him key work in the office of Deputy Commissioner Kishtwar.
As already reported by Early Times, Prem Nath Koul, the Ombudsman MGNREGA Kishtwar and Doda, took the note of a report in this newspaper in its 5-9-2018 edition highlighting corruption in the office of ACD Kishtwar. Koul sought the details vide letter No. 109-124 Dated 6-09-2018from ACD Kishtwar, Assistant Director Planning posted in the office of ACD Kishtwar, Executive Engineer Rural Engineering Wing of RDD, all the 13 Block Development Officers of Kishtwar district and asked them to submit point wise detail report pertaining to their respective blocks within a week.
There was also reports of massive embezzlement on account of money withdrawn by the ACD office Kishtwar during the year 2016-17 and 2017-18 on account of administrative charges which runs in crores and required to be probed.
It is pertinent to mention that the corruption in the RDD in the state of J&K is nothing new and even though various complaints were lodged against many of these employees indulging into corruption and illegal means, till date no guilty official was punished due to faulty system and involvement of corruption at highest level itself, but with the notice taken by Ombudsmen MGNREGA, there are hopes for clean up at least within the RDD Kishtwar.
The Early Times in its report highlighted the latest corruption nexus at highest level in Kishtwar, wherein the office of the ACD Kishtwar has become a den of corruption and expose how the corruption money from ground level employees such as GRS, Technical Assistant, VLWs, MPWs, JEs, BDO and others is being collected in a systematic ways from the office of ACD Kishtwar from where the share of corruption money collected was equally distributed and deliberated upon from top to bottom.
The sources privy to the development told the Early Times how Assistant Director Planning who is posted in the said office since last over four years has been assigned the duty for up keeping the track of payments made at block levels by the Block Development Officers and subsequently he calls the officials for handing over his and others share after the payments were made in the respective blocks.
The whole exercise is being carried out with active involvement of some politicians at village levels as some of the former Sarpanches have accumulated massive wealth.
Not only ACD office gets share, but RRD's Engineering wing responsible for technical sanctions of the various works also gets due share of commission.
Even Vigilance has registered FIRs against senior RDD Officials in purchase of tree guards, sign Boards, dustbins, plants, back door appointments. But the accused are still roaming free.
