Stressing the need for building consensus and national will on Kashmir, Deputy Chief Minister, Muzaffar Hussain Baig today sought adoption of broader vision reflected in the sentiments of people. He said Article 370 of the Indian constitution is a bridge and not a wall between people of the state and the centre. Addressing the plenary session of the 3 day seminar Indian Federalism at Work organized by Institute of Social Sciences, New Delhi in collaboration with Hamdard University, New Delhi and Universities of Jammu and Kashmir here today, Baig said the onerous task of building the consensus is an act of courage which needs to be started with hope and pragmatic approach. He said free exchange of people across the borders, improvement of trade relations and measures like these are the means to provide ways for evolving consensus. Appreciating the holding of such seminars aimed at understanding the relations between centre and the State, Baig described such acts as a journey of hope and consolidation of public opinion and asked academicians and intellectuals to recreate the premium of trust and faith between the state and the centre. Courage is needed for the movement forward, he added. “It is an issue of trust and dialogue that takes into account three different regions and religions but one common history and future”, he said. Terming Article 370 as a bridge and fence and not the wall between people of the state and the Union of India, the Deputy Chief Minister said there is an element of humanism in this relationship. He said the misconceptions being spread by certain quarters on this count in the country are totally unfounded and quoted several constitutional provisions to substantiate it and said such occasions can prove of great help in dispelling such misconceptions. He asked the liberal and democratic forces to join together and convert the society from blind fundamentalism to enlightened understanding. Baig said the concept of Self Rule is well within the framework of constitution based on the cardinal principles of Secularism, rule of law and democracy. He said one should not be inhibitive of discussing this proposal that he said is both rational and realistic. On the nature of relations between centre and the state, the Deputy Chief Minister said certain unwarranted states of affair diminished the confidence of the people. He said partisan attitudes and narrow mindsets led to the creation of confusion of present times referring to the famous quote, “ Good relations live in the hearts of men”. |
