Early Times Report
SRINAGAR, Sept 18: For the past couple of years the Department of School Education has stopped the deputation of graduate teachers to the University of Kashmir who wish to pursue post graduate programmes in different subjects.
Sources told Early Times that for the reasons best known to the people at helm at the School Education department the deputation of in service graduate teachers for pursuing masters at the University of Kashmir has been stopped. The same has hindered the flight of the graduate teachers who wanted to fly high after receiving higher education.
"Deputation of in service teachers who are interested for pursuing post graduate programmes in subjects such as Botany, Chemistry, Environmental Science, Physics, Zoology, Mathematics, Statistics, Electronics and Psychology has been stopped by School Education department for the last two years for unknown reasons," said sources.
Sources said that four in service teachers each were allowed to pursue post graduate course in the different subjects from the University of Kashmir. These in service teachers were selected by the University of Kashmir to pursue a post graduate programme in a particular department on the basis of their performance in the entrance examination.
"The practice of sending graduate teachers from the School Education department to the University of Kashmir for pursuing post graduate programmes has been going on since 1985. It went on for 30 odd years and was stopped in 2016. The decision is a ridiculous since this bars a teacher to receive higher education in his particular subject," said sources.
Sources said that deputation of in service teachers to pursue higher education at University of Kashmir provided an opportunity to them to pursue higher education and improve upon their qualification. Following the completion of course the teachers would contribute in the department in a more efficient manner with the students being ultimate beneficiaries.
"If a scheme is operational in Higher Education department where in service teachers are allowed to pursue PhD programmes to improve their qualification, why the process of deputation of graduate teachers has been stopped by School Education department. This is mindless and unacceptable as well," said sources.
A delegation of in service teachers had met former Minister for School Education for the implementation of deputation process, but he too failed to do his bit. A representation was given to Secretary School Education and Director School Education Kashmir with necessary documents but no corrective action has been taken so far.
"We brought the issue in the notice of President Teachers Forum, Abdul Qayoom Wani, but he also swallowed the issue as if it was irrelevant. This is despite the fact that higher qualification improves the knowledge of a teacher and gives the teacher an expertise in the concerned subject," said a group of teachers.
The teachers have sought the intervention of Khursheed Ahmad Ganai, Advisor to Governor Satya Pal Malik, Secretary School Education and Director School Education Kashmir to restart the deputation of in service teachers for pursuing post graduate programmmes at University of Kashmir.
