JAMMU, Sept 18: Things seem to be changing. The Narendra Modi government, unlike the earlier dispensations in New Delhi, seems to be in no mood to accommodate the demands of Kashmiri leaders. Between June 19 and September 16, J&K witnessed five major developments, which really upset the applecart of the NC, the PDP, the Congress, the CPI-M, and the separatists.
The first development was the sudden withdrawal of the support by the BJP to the then government of Chief Minister and PDP chief Mehbooba Mufti on June 19. It was a masterstroke of the Modi government. Mehbooba came to know about the development only when the then Chief Secretary told her that the BJP had withdrawn support to her government. The government collapsed. As per reports, PM Modi didn't take into confidence Home Minister Rajnath Singh. Nor did he take Ram Madhav, the BJP's pointman for J&K, into confidence. As for the local BJP leaders, ministers and MLAs, they also came to know about the decision on June 19 itself and that too in New Delhi.
The second development was removal of Governor NN Vohra. No one in Kashmir had ever expected that the Modi government would remove Vohra before the completion of the Amarnath yatra, but it did happen. There were reports that Vohra might continue as he knew all those who matter in the administration and the state, but that didn't happen. Vohra was considered "Kashmir's man" as he was a votary of the Musharraf formula and as he never cared for the aspirations of the people of Jammu and Ladakh. The fact is that Vohra was considered by Kashmiri leaders as their biggest asset and he had some "influential persons" in Delhi who wanted him to continue.
The third development was the removal of jurist Fali S Nariman, who had been representing the Mehbooba Mufti government in the Supreme Court. The Union government not only removed Nariman but also engaged Additional Solicitor General Tushar Mehta. The removal of Nariman and engagement of Tushar Mehta rattled Kashmiri leaders of all hues, as Mehta.
The fourth development took place on September 15. That day, the Union government rejected outright the poll boycott decision announced by the NC and the PDP and declared that elections to Urban Local bodies and panchayats will be held as per schedule. J&K Governor Satya Pal Malik declared that the elections would take place.
And, the fifth development took place a day later on September 16. That day, J&K government announced the poll schedule for electing new panchayats, thus showing the Kashmiri leaders their place.
It was for the first time in 71 years that New Delhi acted and acted decisively giving an indication that it means business and that it will kneel. On the one had, all this have rattled the Kashmiri leaders and, on the other, all this electrified the political scene in Jammu and Ladakh where the non-PDP and non-NC political outfits have prepared themselves to test political waters and capture as many seats as possible.
