| Harsh asks SAC to take cognizance of delay in road | | | Early Times Reporter Jammu | Mar 11 MLA Ramnagar and former minister Harsh Dev Singh has urged upon the State Accountability Commission to take cognizance of the alleged inordinate, undue and unjustifiable delay in the widening and construction of a road from Udhampur to Ramnagar that, according to him, has been caused due to culpable negligence and lack lustre attitude on the part of concerned officers of Economic Reconstruction Agency (ERA) as well as district administration, Udhampur. He also sought initiation of suo-motto proceedings against ERA. In a per press release, issued here today he has said that the widening of the road and construction of double lane bridges en route was assigned to ERA in 2005 and was to be executed by the latter with the assistance of district administration. He further said that the foundation stone of the said double land bridges at Kuh-Nala and Kaghote was laid in June 2005 by the then chief minister but the department failed to achieve any substantial progress despite a lapse of about three years. He said and regretted that not even one tenth of the proposed project work has been accomplished and the condition of the said road, after it was assigned to ERA, has further deteriorated and has gone from bad to worse. Harsh Dev regretted the criminal apathy of the concerned officers in this regard and said that the matter clearly falls within the domain of sec 2 sub section 10(b) of the Accountability Commission Act 2002 rendering the ERA and district administration liable for appropriate proceedings under the act. He further expressed concern over the large scale complaints of appropriation of funds being made at the fag end of the year by several government functionaries. He said that the complaints of diversion of funds particularly in district Udhampur were required to be probed and strict vigil ensured to check malpractices in view of public complaints. He called for rational approach in the allotment of funds for various development schemes and urged for a proper scrutiny of re-appropriations made and enquiry into alleged arbitrary diversions of funds. |
