Jammu, Oct 12: Division Bench of the State High Court comprising Justice Dhiraj Singh Thakur and Justice Sindhu Sharma issued notices to Registrar General, J&K High Court Srinagar, Commissioner / Secretary to Government of J&K, Law, Justice & Parliamentary Affairs & President, Jammu and Kashmir High Court Bar Association, Jammu in a Public Interest Litigation (PIL) filed by an RTI Activist S. Balwinder Singh, seeking directions to the Registrar General, J&K High Court to take appropriate action against the J&K High Court Bar Association Jammu through its President for collecting the Parking Charges illegally / without any authority both at High Court as well as in the District Courts Complex Jammu.
After hearing S. Balwinder Singh the petitioner in person, the Division Bench further directed the above referred authorities to file their response to the PIL within a period of 04 weeks from today.
The petitioner submitted that the entire court complex at Jammu belongs to J&K High Court and J&K High Court Bar Association, Jammu has no authority / right to collect the parking charges from the litigants and public at large.
The petitioner S. Balwinder Singh (petitioner) further submitted that there was huge resentment amongst the litigants and the public at large about the collection of parking charges by the J&K High Court Bar Association, Jammu as it is not the domain of the Bar to indulge in collection of parking charges. The petitioner further submitted that lacs of rupees have been collected so far and the President, J&K High Court Bar Association, Jammu be directed to produce before the court the entire statement of accounts regarding the collection of parking charges ever since the Jammu Bar has started collecting the said charges from the litigants / general public for both High Court as well as District Courts Complex Jammu.
