Adhocism in appointment of contractual lecturers in GMC
‘Selection committee over busy in empanelling blue eyed, favorites’

Contrary to the prescribed recruitment ruled, the adhocism in appointments of lecturers in the state’s two primer medical institutions,’ to adjust the favorites and blue eyed boys, goes on unabated.
If the sources are to be believed the so-called selection committee for empanelling the candidates for contractual appointments for the post of Consultant/Lecturer is working over night to complete the formalities thus making mockery of an autonomous and constitutional body empowered to make selections for the posts.
While on one side the PSC, the recruiting agency is sleeping over filling up the vacant posts, on the other the backdoor appointments of the blue eyed boys for different departments, in both the medical colleges of Srinagar and Jammu has become a routine affair.
The sources alleged that selection of consultants/ lecturers for two medical colleges has been most irregular, full of personal bias and gross violation of the prescribed recruitment norms. These irregularities have been going on right from 1994 when the government appointed 13 candidates for the post of lecturers against the total available vacancies of just 11 posts. This opened a Pandora box and thereafter about five to six more doctors got entry into GMC Srinagar/Jammu with one or the other plea depriving fresh post graduates in surgery. The sources said that since last 14 years no fresh recruitment has been made for the post of lecturers in the Surgery Department. Though the PSC had called for applications as back as in October 2005 but since then no headway has been made in selecting the candidates.
The sources maintained that the appointment of lecturers on contractual basis is not governed by the rules framed under Govt Order NO 1018-GAD dated 5/8/2003 and further more the prospective appointees under this government order can only be retired/unemployed persons wherever the vacancies exist. It is surprising that the in-service government doctors are being given contractual appointments which itself is violation of the service rules thus making mockery of the selection procedures. The sources further said that some of these doctors are already either working as Assistant Surgeons or B-Grade specialists, thereby blocking avenues of recruitment for other deserving candidates.
The GMC Jammu has a history of its own and has been in the forefront to appoint those candidates who have been otherwise rejected by the PSC. Such of the appointees continued to work and in some cases the doctors appointed on adhoc/contractual basis have retired on the same post. There is every apprehension that those lecturers, who have managed their entry as contractual lecturers, may repeat the same practice if they fail to get selected through the PSC.
The insiders expressing anonymity said that it looks surprising and highly malafide that in many specialties’ where PSC has already completed selection process or where the interviews are to be held very shortly, the so-called selection committee for empanelling the candidates is over busy in making selection of their favorite ones through backdoor. The sources said that it has been observed that preference and added weightage is being given to sub-specialties while empanelling candidates for contractual lecturers in GMC. In spite of the fact that no such demarcation has been done in GMC so far except the departments of Cardiology and Cardiothoracic surgery which itself speaks of the facts that the whole process is being manipulated to favour particular candidates. To avoid any legal wrangle and to impart justice to all concerned, the best way is that PSC should complete the process of selection at the earliest as per the set norms, the sources maintained.
