| ‘NREGS being extended to whole of J&K from April 1’ | | Rs 57 cr spent through Gram Sabhas in 2 yrs | | Early Times Reporter Jammu | Mar 30 Jammu and Kashmir Government has expended Rs 57 crore through Gram Sabhas during the last two years of the Award period in the Panchayats where elections were held during 2001.The NREG scheme which is presently in operation in nine districts in Jammu and Kashmir is being extended to entire state during next fiscal. It is pertinent to mention here that state government has already introduced Panchayati Raj Act with suitable amendments in accordance with 73rd Amendment of the Constitution of India envisaging reservations to the women, SC/ST. While, tremendous steps have been taken on the basis of 2001 census followed by reorganization of Panchayat Constituencies to be reserved for under privileged sections of the society and women with a view to establish a vibrant Panchayati Raj in the state, presently the funds being received for various Panchayat units are being spent through Gram Sahbas or Dehi Majlisis The exercise has been carried forward and the state government is committed to hold fresh elections of Panchayats as early as possible. The official sources said that Rural Development Department has been implementing various programme, schemes like SGSY, IAY, DRDA and administration of Flagship Scheme of National Rural Employment Guarantee Act. The government has not only got its due share of funds under various schemes during the current year and the preceding year but has on the basis of good performance endowed with certain amount of incentives from union government, official sources added. Considering the extraordinary performance of the state, the union government has also agreed to provide funds for rural housing as a special measure to overcome housing problem in the state. The official sources claimed that Union Panchayati Raj Ministry has also been engaged in a dialogue with the state government and the Centre has been trying to aid and assist rural development department in J&K for coordinating its existing infrastructure. Recently, backward region grants fund scheme has been launched in the state through the rural development department as nodal agency by which deficiencies in the rural infrastructure for different departments would be met through this mode of funding. The Union Rural Development Ministry has been funding state government for implementing PMGSY, drinking water under Swajaldhara scheme under which state government has drawn more than its due share in the last two years. Likewise, ‘Total sanitation’ campaign projects costing Rs 98 crore have been sanctioned for the state with five years plan period envisaging coverage of entire rural Jammu and Kashmir for providing individual household latrine and sanitation facilities to the government schools, Anganwari centers and other government institutions. Similarly, the department is implementing Haryali Programme costing Rs 125 crore, of which the Rs 36 crore has already drawn during the last two years in order to extend the scheme across the length and breadth of the state. The sources further said the state is presently charged with the massive responsibility of implementing National Rural Employment Guarantee Scheme, envisaging provision of guaranteed 100 days jobs to each family who register itself under the program. The scheme presently under implementation in nine districts would be extended to entire state during the next financial year, the sources added. They said that Soz and Prabha Thakur, Congress Women president, are expected to arrive in Jammu on April 5 and would camp in the winter capital to look after the arrangements of the conference. This would be the third visit of Sonia Gandhi to the state of Jammu and Kashmir, since last about two months. Soon after Soz was appointed as PCC chief, Sonia visited far flung areas of Doda district to take stock of situation arisen out of the heavy snowfall in the region. She was also in Srinagar on Saturday to inaugurate Asia's largest Tulip Garden. |
