| CS for integrated dev plan of border areas | | | Early Times Reporter Jammu | Apr 1 Underscoring need for preparing comprehensive developmental plan for border areas of the state, Chief Secretary Mr. B. R. Kundal has said that with the provision of infrastructural facilities the integrated development of these areas would be fast achieved. Kundal was speaking at a high level meeting chaired by him to discuss problems and prospects of development of border areas. Chief Secretary said that while preparing plan emphasizes should be laid on including those areas which were hitherto remained undeveloped. He laid stress on creating basic infrastructure in the sector of urgent public need especially Health, PHE, Education, Social Welfare, Power and road etc. He said with the implementation of different schemes along the border respective people will feel secure and also earn livelihood. He said while preparing development plan views of the local MLAs/MLCs should be taken into consideration. He said every scheme should be formulated keeping in view of the problems of people particularly those living in rural and remote areas along IB/LoC. The meeting was told that Border Area Development Programme (BADP) was started during 7th five-year plan. Under BADP, 44 blocks of 11 districts bordering Pakistan and China has been taken for development. An expenditure of Rs 727.79 crore on these programmes have been spent from 1993-94 to 2007-08 against the allocation of Rs 813.31 crore, the meeting was informed. Allocation under BADP has been increased to Rs 100 crore per year for a period of 5years beginning from 2002-03. Out of which Rs 15 crore per year have been utilized for constructing four roads of strategic importance near LoC/ IB identified in consultation with Ministry of Defence. These roads are Gulmarg-Asha road (Baramulla district) Payarpur-Jagtial-Safawali-Gali-Guthomdori (Kupwara district), Basam Gali-Jamianwali Gali-Loran road (Poonch district) and Mohogala Dahoeri Khawas road (Rajouri District), meeting was told. Among others Principal Secretary Planning and Development Department Mr. Iqbal Khanday, Principal Secretary PHE Mr. A. K. Angurana, Commissioner/Secretary Industries and Commerce Department Mr. Pawan Kotwal, Secretary R&B Department Mr. Shalindra Kumar, Secretary Rural Development Mr. M. S. Khan, Secretary Health and Medical Education Mr. K. B. Jandial, Secretary Education Department Mr. G. A. Peer Secretary Social Welfare Department Mr. R. K. Jearth, Director Social Welfare Mr. Satish Nehru and members from the Centre for Research in Rural and Industrial Development (CRRID) Chandigarh Prof. Gopal Krishan and Prof. Himal Chand attended the meeting. |
