ET SPECIAL
Jammu and Kashmir, even during the days of calm, is always a security concern for some central leaders and top officers –for a break the spiritual abode of Mata Vaishno Devi in Jammu region and beauty of Kashmir Valley sometimes multiply the concerns.
Union Minister of State for Home Sri Prakash Jaiswal is currently in the town and staying at a plush hotel along with family. He reached the winter capital city this afternoon.
The junior Home Minister’s presence in any part of Jammu and Kashmir is in itself an indicator that state’s security scenario is under review. Adding to the worries, Jaiswal’s meeting with the top security officers and statement “security needs review” makes one to think over the prevailing situation.
Thought set out –there may be some intelligence inputs of a possible terror threat or elections may round the corner which has brought the Minister of State for Home to Jammu. Interestingly, there is nothing of the sorts.
Jaiswal is an ardent devotee of the Mata Vaishno Devi. His devotion for the shrine brings him to Jammu quite often. And on the way to Katra or way back to Delhi, a security review meeting comes in handy. This was one of the several dozen visits of Jaiswal to Jammu since he took over as Minister of State for Home in 2004.
It may be recalled here that earlier, the then Union Home Secretary VK Duggal (who retired last year) used to spend almost every weekend at Srinagar. Immediately on his arrival Duggal would summon the top officers of Jammu and Kashmir Police, BSF and CRPF to have a security review meeting. Then followed a customary statement that Duggal has asked the security forces to prepare for the upcoming challenges.
During Duggal’s tenure as Union Home Secretary, the security situation of Jammu and Kashmir always remained a major and favourite headline with the media.
Guess what Duggal used to do after the security review meeting. He would change at the Nehru Guest House or Centaur Hotel on the banks of Dal Lake and then would straightway drive to the Royal Spring Golf Course –the world class playfield for the big and the mighty.
Top officers in the Police recall that it was Duggal’s love for the Golf which used to bring him to the Valley almost every weekend or at least twice a month. After Duggal’s retirement, he predecessor Madhukar Gupta has hardly made a visit to the state. Is every thing Ok!
