| Amendment in Municipal Act sought | | | Early Times Reporter Jammu | Apr 4 Former municipal councilor Amarnath Gupta today demanded amendment in the municipal corporation act saying that it will empower the elected representatives of the people in civic bodies of two capital cities of the state. Gupta alleged that the government has played a fraud by declaring up gradation of the civic bodies from Municipal councils to municipal corporations, but practically the Corporator are even bereft of power which were enjoyed by the municipal councils in the past. He said presently all powers vest with the commissioner’s municipal corporations and the Mayor, Deputy Mayor and other elected members of the corporation have hardly any powers and added the commissioners can override the decision of the mayors. He said president municipal council Jammu, in the past held a better status and position than the mayor or deputy mayor of the corporation at presently. The non involvement of the mayor, deputy mayor and other members of the corporation in the events of Jammu festival, being held in the city is proof of the fact that the mayor and deputy mayor are not accorded the status and position, which according to the protocol they deserve. Gupta also demanded that the term of the mayor, deputy mayor and chairpersons of all the standing committees of the corporation should be for 5 years and for this the act should be amended. After the act is amended becomes the law fresh elections to the corporations be held, since elections to the present corporations are held under the law. He further suggested that the political should keep of the elections to the local bodies so that experts in various aspects of civic affairs of the urban self government, with a spirit of service to the masses, can be got elected in these bodies. Regretting that the affairs of Jammu civic body are deplorable and even its primary function of maintaining cleanliness and sanitation is in a poor state, government’s step motherly treatment towards Jammu Municipal Corporation, by depriving it of funds, effects its working. |
