| Vigilance produces challan against custodian, revenue officials | | | Early Times Reporter Jammu | Apr 4 State Vigilance Organization has produced challan in the court of Special Judge Anti Corruption Jammu against several custodian and revenue officials for manipulation of records to facilitate the drawl and subsequent misappropriation of compensation of Rs 43065 against evacuee land acquired by the government in 1992. Those charge sheeted included Mohammed Yousuf Gilkar, the then Deputy Custodian Poonch, Arvind Kumar Ghai, the then Naib Tehsildar Haveli, Kabir Hussain and Khazan Singh, the then Girdawars Circle-I Haveli, Poonch, Kulwant Singh, the then Patwari Halqa Manjnar, Mohd. Yousuf Khan s/o Hakim Din r/o village Kanuian Tehsil Haveli and Sanjeev Kumar s/o Jagdish Lal r/o village Golad Tehsil Mendhar. Consequent upon the order of the State High Court on October 16, 2003, in a writ petition OWP NO 589/03, directing SVO to enquire into the matter of illegal allotment of land in favour of accused Jagdish Lal by the officials of Revenue and Custodian department in Poonch district, a Case FIR No.2/2004 P/S VOJ was registered on September 1, 2004 for investigation. The investigation revealed that PWD Poonch had acquired land for construction of approach road to Sher-i- Kashmir Bridge at Kanuian, Haveli and a portion of land falling under Khasra Nos.119/2, 212, 609 and 611, having been illegally allotted to the accused beneficiary also came under the acquisition proceedings. The accused officers with ulterior motive of conferring undue pecuniary benefit upon Jagdish Lal facilitated the drawl of land compensation in favour of his legal heir, by abuse of their official position and in furtherance of a criminal conspiracy with other accused persons. The Custodian and other Government officials mentioned above fraudulently prepared the records for the attestation of mutation No.358 and 364 in favour of Sanjeev Kumar s/o Jagdish Lal on March 23, 1992. In the mutation it was certified that Sanjeev Kumar was the only legal heir of Jagdish Lal, when actually Jagdish Lal had another son namely Randhir Kumar. On the basis of these manipulated records and subsequent allotment of land measuring 4 kanals 17 marals in favour of Sanjeev Kumar through his attorney Mohd Yousuf, an amount of Rs.43, 065 was found to have been drawn and misappropriated. After accord of sanction for prosecution by the Government, the Challan of the case was produced in the court of law for judicial determination today. JNF |
