| Charges framed against CAO Kupwara | | | Early Times Reporter Jammu | Apr 4 Special Judge Anticorruption Jammu Mr. Kartar Singh today framed corruption charges against Abdul Qayoom Bhat, the then Chief Agriculture Officer, Kupwara u/s 5(2) of J&K PC Act 2006. The accused Abdul Qayoom Bhat, during his posting as Chief Agriculture Officer Kupwara made appointments of two candidates namely Irshad Ahmed Peer and Yasmeena Akhter on adhoc basis for 89 days with one day break on August 7, 1996 and November 28, 1996 and later on regularized their appointments on December 12, 1997 and February 23, 1998 respectively. Mohammed Ashraf Peer, Abdul Rashid Dar and Abdul Rashid Mir, who were engaged on adhoc basis for 89 days, prior to posting of the accused in year 1994-95 were also regularized by the accused in 1996 and 1997 under grab of the court directions. Mr. Kartar Singh while framing the charge observed that accused as a public servant misused official position in making appointments as the same were made without following the procedure, advertisement and in utter disregard to the recruitment rules and by misusing official position fraudulently regularized the services thus conferring undue pecuniary benefit on the appointees in gross violation of Government orders. As such by these acts, the accused committed offences u/s 5(2) PC Act 2006 which is within the cognizance of this court and ordered trial of the case under law. JNF |
