Sports friendly circular by Govt

The General Administration Department (GAD) of the Jammu and Kashmir Government has issued a sports friendly circular directing the Head of the Departments not to stop outstanding sportspersons and other technical officials from attending activities in connection with Commonwealth Games at Delhi from October 2010.
In fact, the GAD has endorsed the instructions issued by the Department of Personnel and Trainings Ministry of Personnel, Public Grievances and Pensions, Government of India with regard to the Commonwealth Games.
The GAD order signed by Under Secretary to Government, Asgar Hussain dated March 25 said, “In view of the instructions, it has been decided that the State Government shall also authorize its employees to participate in Commonwealth Games as player, coach and official.”
“Accordingly, all the Administrative Secretaries have been requested to authorize the participation of State Government employees, working in Government Departments and Public Sector Undertakings as player, coach or official if selected for Commonwealth Games on the recommendations of the concerned HoDs and MDs and also treat this period as on duty” the order mentioned.
Earlier, terming the Commonwealth Games as prestige for the nation, the Union Ministry instructions issued to J&K Government read: “It will be our endeavor to improve all the previous medal tallies and in this connection the Indian Olympic Association (IOA) has already started the process of training the Sportspersons for the games, so the time spend by the selected sportspersons and officials be treated as duty.”
In fact, the IOA president, Suresh Kalmadi had brought to the notice of Union Ministry that a few organizations are not granting permission to the sportspersons/coaches beyond 30 days in a calendar year to attend the sporting events of national and international importance.
The instructions issued also mentioned: “Central Government employees, who are selected to participate in sporting events of national or international importance, as per instructions issued are entitled to get the period of actual days on which they participate in the event as also the time spend in traveling to and from such tournaments treated as duty.”
