| Coalition’s last inning at Winter Sectt end on Apr 25 | | | Early Times Reporter Jammu | Apr 4 The winter secretariat is all set to shut down for the last inning of present regime in Srinagar. The General Administration Department has notified April 25 as the date for closure of Civil Secretariat here May 5 for reopening in Srinagar. It may be mentioned here that this was the last inning of the present coalition government at the winter secretariat as when secretariat reopens here in November there will be a new government in place after assembly elections. According to the GAD order issued today, he offices observing five days a week shall close at Jammu on April 25, 2008 (Friday) after the office hours and the offices observing six days a week shall close on April 26, 2008 (Saturday) after the office hours and reopen at Srinagar on May 5, 2008. The order directed the departments have also been directed to send their advance parties on April, 21 2008 consisting of one gazetted officer and four or five non-gazetted employees to receive the records at Srinagar. In view of the darbar move the government has instructed the SRTC authorities to make available sufficient number of buses in good condition for transportation of Kashmir based employees on April 26 and 27 2008, and May 3 and 4 for Jammu based employees. The authorities have been directed to ensure booking of buses for the destination of the employees wherever feasible. The employees would be provided tickets by the SRTC in advance from April 15, 2008 both from Civil Secretariat as well as from the main booking counters of SRTC. The SRTC has also been directed to make available trucks for shifting the records from Jammu to Srinagar. The trucks shall be requisitioned by departments from SRTC authorities have also been directed to make available one crane, two empty buses and two empty trucks which will accompany the convey on respective days so that the employees do not face inconvenience due to any break down of buses ad trucks on the way. The authorities have been directed to depute one mobile workshop to accompany the convoy. The government has directed the health department to arrange medical aid facilities at Jajarkotli, Udhampur, Kud, Patnitop, Ramban, Ramsoo, Banihal, Qazigund on the days when the employees travel from Jammu to Srinagar. The SP security, Jammu has been asked to supervise packing and loading of the records of the offices located outside the secretariat from security point of view and issue clearance certificates to the drivers who in turn will show it to SP Security, Civil Secretariat to allow them to be included in the convoy. The SP security Civil Secretariat will also ensure entrance of trucks/records in the Civil Secretariat, Jammu/Srinagar after proper securitining. The police has also being directed to escort the ‘employees’ and the ‘records convoy’ all along the route upto their respective destinations. They will also make sure that the move convoy is given precedence in crossing the Jawahir tunnel. The Director General of police has been asked to issue necessary guidelines to the field agencies. The government has also ordered that the salary for the month of April 2008 in respect of all the employees working in moving offices shall be drawn on April 21, 2008. On reopening of offices at Srinagar, the move offices located in civil secretariat and heads of departments located within the civil secretariat premises will observe office hours from 9.30 a.m to 5 p.m while as all the moving heads of departments located outside the civil secretariat and observing six days a week working period will observe office time from 10.a.m to 4 p.m. |
