ACB Jammu books revenue officials for tampering revenue records

Jammu, Jan 4: Anti-Corruption Bureau (ACB) Jammu has booked revenue officials and a beneficiary for allegedly preparing a forged Will Deed of father of the complainant purported to be executed by his father and mutating the land in favour of a beneficiary , who too has been booked. Spokesman said that the Anti-Corruption Bureau Jammu has registered a formal case under u/s 5(1)(d) r/w section 5(2) of J&K PC Act Svt. 2006 and 467, 468, 471 & 120-B of RPC against the revenue officials on the basis of a verification conducted with regard to the allegations that the complainants holding possession of the land located in their native village which they inherited from their father and was mutated in their favour after his death on 14.03.1992 but beneficiary Ghulam Haider Bhat of Sheeri Sigdi Tehsil Chatroo, District Kishtwar in connivance with Syed Qawam-ud-Din then Tehsildar Chatroo of Syedpora Berula, Budgam Kashmir, Fida Hussain then Patwari Sigdi prepared a forged Will Deed of their father in the year 2010 purported to be executed by Afzal Wani father of the complainants on 20.03.1993 and on the basis of this fraud will Deed had mutated their land in favour of Ghulam Haider Bhat.
"The verification conducted had revealed that the land falling in Khasra No. 6041/3154 of village Sheeri Sigdi, Tehsil Chatroo District Kishtwar measuring 03 Kanals stood recorded in the name of Afzal Wani son of Ali Wani of Sigdi prior to 1971 and subsequently by virtue of Mutation No. 2061 and 2207 he was declared as absolute owner of the land under Section 4 and 8 of Agrarian Reforms Act and the Girdawari entries continued in his favour till Rabi 1993", said spokesman.
However, thereafter subsequent entries in Revenue record had been found changed by Syed Qawam-ud-Din then Tehsildar Chatroo of Syedpora Berula, Budgam Kashmir and Fida Hussain then Patwari Sigdi during Kharief 1993 on the basis of a "Tehreer Saada" dated 20.03.1992 (as reflected in Nakal Khasra Girdawari) and dated 20.03.1993 (as reflected in Mutation 3063, in favour of Ghulam Haider Bhat of Sheeri Sigdi Tehsil Chatroo, District Kishtwar, said spokesman.
It has also appeared during verification that Afzal Wani father of complainants had expired on 14.03.1992 i.e. prior to the above mentioned dates (i.e. 20.03.1992 & 20.03.1993). The verification also revealed that the beneficiary Ghulam Haider Bhat in connivance with Syed Qawam-ud-Din then Tehsildar Chatroo of Syedpora Berula, Budgam Kashmir and Fida Hussain then Patwari Sigdi managed to get the revenue entries changed in his favour.
The said Tehsildar and Patwari by abuse their official position changed the ownership of the land from Afzal Wani to the beneficiary Ghulam Haider Bhat falling under Khasra No. 6041/3154 of village Sigdi Tehsil Chatroo District Kishtwar and thereby provided undue benefit to him on the basis of fake and fabricated Tehreer Saada dated 20.03.1993 (as mentioned in Mutation No. 3063) and dated 20.03.1992 which is mentioned in Nakal Khasra Girdawari of the same land, which the revenue officer/official as well as the beneficiary failed to produce during enquiry.
The above stated acts of omission and commission on the part of said officer /official namely Syed Qawam-ud-Din, Fida Hussain and the beneficiary Ghulam Haider Bhat prima facie constitute the commission of said offences and investigation of the case has been taken-up.
