| Punjabi addresses VC’s meet | | | Early Times Reporter Jammu | Apr 12 Prof. Riyaz Punjabi, Vice Chancellor, Kashmir University said that there was a great urgency in orienting International Humanitarian Law from a South Asian perspective. He was addressing the Vice Chancellor’s meet in Vishakhapattanam, Andhra Pradesh today which was convened under the auspices of ICRC in Andhra University to explore the possibility of introducing International Humanitarian Law in the Universities of India. Prof. Punjabi said that there was less emphasis on the jurisprudential aspects of International Humanitarian Law which has created a distorted perspective about the subject in the academic circles of South Asia. He said that it is well recognized that Europe had contributed immensely in the development and evolution of Human Rights and Humanitarian Law. He said that there was a huge material available on the jurisprudence of humanitarian law which was evolved in the West. However, it is a reality that Asia is the theatre of most of the internal conflicts in the world today. In this perspective, the core philosophical and normative content should be collected from these countries and incorporated in the normative perspective of International Humanitarian Law. Prof. Punjabi said that Ramayana and early Islamic History provided a host of instances which provide norms and principles and these should be incorporated in the International Humanitarian Law. Besides, Vice Chancellors of Indian Universities, the Legal Advisor of ICRC in Geneva and other officials of ICRC in South Asia participated in the meet. |
