Abductions, civilian hangings by ultras on decline

As a result of strengthening of the security grid and on account of decline in manpower and weaponary among various militant outfits there has been marked drop in the number of civilian abductions,processions and demonstrations and hartal calls given by separatists in Jammu and Kashmir.
Official reports said that since 2004 the rate of civilian abductions have gone down.In 1996 686 civilians had been abducted by militants in various parts of the state and most of them were later killed.The number came down to 161 in 2005 and since then the level has been declining and between 2006 and 2007 163 civilians were abducted and during the last three months of the current year five civilians were abducted.
The reports said that the incidents of hanging of civilians too have gone down from 53 in 1990 to nine in 2006 and five in 2007.During the last three months there has been no incident of hanging of a civilian by the militants.Similarly the incidents of processions and demonstration have come down from 416 in 1992 20 between 2005 and 2007.
This trend is evident in the number of hartal calls given by separatists.The number of such calls has declined from 207 in 1991 to 26 in 2006,13 in 2007 and three during the last three months.
Official sources said that some of the calls for hartal and demonstrations and processions were organized in protest against human rights violations by the security forces.And during the last five years such violations have been a rare phenomenon with the result separatists and militants had no reason for staging demonstrations and for giving calls for hartals.Sources said that with the Assembly election dates drawing near militants and separatists may attempt at disrupting the poll process.They said that better security bandobast,for which the ground was being readied,would foil any plan for kicking up violence.
