As Dul Hast awaits PM; contractors up in arms against NHPC

Close on the heels of Prime Minister's visit to Jammu and Kashmir to formally inaugurate prestigious 390 MWs Dul Husti Hydroelectric Project on River Chinab, the contractors in mountainous Kishtwar district are up in arms against National Hydro Electric Project Corporation (NHPC) for the alleged irregularities in the allotment and execution of works.
The contractors, as per the sources, have approached union power minister, Central Bureau of Investigation (CBI) and state police through Director General of Police seeking detailed probe in the allotment of work to some blue-eyed contractors, who were allegedly being given undue benefit by none-other than the senior functionaries of the corporation.
Sources, preferring anonymity, said that NHPC was trying hard to get two more prestigious projects Pakal Dul and Budsar hydroelectric projects for which investigation has already been taken up by the corporation.
However, the corporation was benefiting some blue-eyed contractors and allotment of work was being done by bye-passing all the norms and regulations.
One of the aggrieved contractor alleged that NHPC, DHP Kishtwar issued NIT for execution of architecture for flooring and furnishing of power house where one Farooq Ahmed remained lowest. The NHPC negotiation committee issued negotiation letter to the contractor to appear before the negotiation committee for negotiation.
"After attending the committee office regularly for four to five days the NHPC cancelled the bid and issued fresh contracts only to benefit some blue-eyed candidates", he said adding the work was allotted to a contractor on a very high rate.
The contractors blamed Chief Engineer, Pakal Dul HE Project for misusing his official position and benefiting some of his agents. "The CE has been transferred more than five times but he has managed to cancel his transfer orders", the contractors alleged in their complaint forwarded to union power minister adding that the officer is already facing inquiry for purchase of below standards jackets.
They alleged that the work of investigation at Pakal Dul was getting affected due to the policies and approach of the said chief engineer and it was likely that the work on the prestigious project may never be taken up.
