| Lesser Naxals surrendering, Govt worried | | | New Delhi | Apr 16 Amid concerns over spread of naxal activities, the surrender by Left wing insurgents has come down drastically in several states, government figures show. In Chattisgarh, one of the worst-affected states, only 167 naxalites gave up their arms in 2007 as against 901 in the previous year, Home Ministry said in a reply tabled in the Rajya Sabha today. Similar is the case with Andhra Pradesh where 162 naxalites surrendered last year as compared to 282 in 2006 and Maharasthra which saw 35 ultras giving up their arms in 2007, down from 67 the previous year. While no naxalites have surrendered in Chattisgarh this year, 57 and 34 ultras gave up their arms in Maharasthra and Andhra Pradesh respectively. Government provides incentives to encourage surrender of naxalites, including reimbursement of expenditure of upto Rs 10,000 for a those who do so without arms and upto Rs 20,000 for those with regular weapons incurred by states. Figures also showed a decline in surrender by militants and insurgents in Jammu and Kashmir and several of the North- Eastern states. Only 13 insurgents surrendered in Mizoram last year as against 847 in 2006. While 122 militants in J-K gave up the path of violence in 2007, down from 190 the previous year, Assam saw 229 ultras surrendering last year as against 385 in 2006. Tripura saw an increase in surrender of insurgents from 128 in 2006 to 220 in 2007. Minister of State of Home Sriprakash Jaiswal said the Central Government has reimbursed Rs 14.82 crore to North-Eastern states and Rs 1.14 crore to J-K in the last three years. To a separate question on steps being taken to tackle naxalism, he said the Centre has set up a committee headed by Special Secretary (Internal Security) to bring about coordination between police forces of various affected states. Jaiswal said the government has also felt that an integrated approach focused on relatively more affected areas would help in optimal utilisation of resources and give surer results. With this view, eight affected districts of Bihar, Chhattisgarh, Jharkhand and Orissa have been identified by the state governments for implementation of integrated action plans covering the security, operations and development aspects, he said. |
