Industrialists hold protest demonstration
CCE arbitrary attitude, final nail in coffin: alleges FOI

To lodge its protest against the highhandedness, arbitrary and anti-industry attitude of the Central Excise Department, the industrial fraternity of Jammu province today held a mass protest demonstration. The industrial associations of Bari Brahmana, Gangyal, Birpur, Digiana, Samba, Udhampur and Kathua, under the banner of ‘Federation of Industries’ joined the protest demonstration and expressed their anguish against the harassment meted out to them by the office of the Commissioner Central Excise, Jammu and Kashmir.
The arbitrary attitude of the office of the CCE J&K has added to the woes of the industry, who are already protesting against the virtual withdrawal of the Central Excise exemption by Government of India, the Federation of Industries in a handout alleged.
To ensure total closure of J&K industry in a well planned move, the Department has declared most of the Industrial units in Jammu ineligible for availing exemption on the basis of their location (Notified Khasra Numbers), the handout said. This act of the CCE will put the final nail in the coffin and result in closing down hundreds of units leaving 30,000 workers jobless, the Federation handout said.
The Central Excise Department has always been finding faults on frivolous grounds to somehow create hurdles to discourage the industry to such an extent so that no excise incentives would be required to be given, the handout said.
These industrial units which are located on the industrial areas and promoted by the state government are after six years being declared as being on non-industrial khasra numbers (Areas Notified by the State Govt. for availing incentives). These industrial units only have lease hold rights and their Khasra numbers are clearly mentioned in the Exemption Notification issued by the Government of India. The rationale for denying them the exemption and forcing them to close down can at best be explained by the Central Excise Department only. But this act of the Department is like ‘putting salt to the injuries’ and further creating unrest in the region.
The Industrial Fraternity of the state feel that the Central Excise Department is bent upon to close down the industries of J&K State, first by unnecessarily delaying the refund and secondly by stopping the Excise exemption on frivolous ground of Khasra Number. It seems that the instructions have been issued from the higher authorities to delay, harass, torture and depress the entrepreneurs.
The Federation has sought clarification from the government on this account so that the prospective entrepreneurs are restrained from falling into the trap of putting up their industry in Jammu and Kashmir.
The protest demonstrations were addressed by Chairman Anil Suri, Secretary General T.S Reen and Presidents of all the affiliated Industrial Associations.
