| Policy decisions in cold, ‘clerical deadlock’ persists | | Rs 650 Crore financial implication to meet demands | | Early Times Reporter Jammu | Apr 16 As the ruling coalition partners once again come face to face with each other, the meeting of state cabinet has again entered into a state of perpetual uncertainty throwing many important initiatives and policy decisions into cold. If the Congress-Peoples Democratic Party stalemate worsens, there does not appear any possibility of holding the cabinet meeting in near future. Even though many policy decisions will linger on, the worst sufferers will be striking clerks and the general public suffering due to the strike. To discuss the issue, the Deputy Chief Minister Muzaffar Hussain Baig today had a meeting with the Divisional Commissioner Jammu Sudhanshu Pandey and the Commissioner Secretary Finance Bharat Bhushan Vyas. The discussions, however, could not arrive at a decision. Sources in the Civil Secretariat told EARLY TIMES that addressing demand of the clerical employees involves a financial implication of Rs 650 Crore and that can be decided at the departmental level. “The proposal needs to be discussed at the Cabinet level to arrive a decision”, said a source. Since the ruling coalition partner has again entered into a major controversy, there does not appear any possibility of holding the cabinet meeting. Meanwhile, for the fourth time today, the clerks extended their strike as there was no signal yet from the government on addressing their demands. As many as 57,000 clerks drawn from different departments have been on strike demanding grade revision and removal of pay anomalies. The clerical cadre employees' strike is continuing to paralyse functions at government offices across Jammu and Kashmir. The ministerial staff members from various departments staged demonstrations at their offices in Jammu, Srinagar and Leh in support of their demands. Employees pleaded pay grades of junior, senior and head assistants be upgraded in line with other cadres in the past. Reports of protests and dharnas are pouring in from various districts and tehsil headquarters. |
