| Rana demands Autonomous Hill Development Council for Doda | | | Early Times Reporter Doda | Apr 17 Devender Singh Rana, Member Legislative Council urged the government to constitute a Autonomous Hill Development council for Doda on the pattern of the Leh Autonomous Hill Development Council and the Kargil Autonomous Hill Development Council for the accelerated, uniformed development of the far flung areas of Doda District. Addressing the District Development Board meeting here today, Rana said that over the last couple of years the District Development Boards have lost their representative character because of representations being confined only to the Legislators and Parliamentarians. He said lack of representation from different blocks of the district particularly in a vast district like district Doda leads to the flawed planning and accountability thereby the full benefits as envisaged and desired could not reach the grass root level. He expressed hope that the constitution of the Doda Autonomous Hill Development Council will help in better micro planning and shall empower the residence of Doda at each level to participate in the process of devising their own plan and monitoring its execution as per their needs and requirements. Rana urged the government to lower the employment criteria for the post of Peons from Matric to Middle standard particularly in the far flung backward districts of the state like Doda District. National Conference Legislator also urged the government to take a sympathetic view towards the demands of the people of Pull Doda who are likely to be displaced after the commissioning of the Baghliyar Power Project. Rana said National Rural Employment Guarantee Scheme is a scheme beneficial to the people but requested the government to conduct an audit to see as to how many people have been benefited from the scheme and as to how many man-days have been actually paid against the scheme. He also expressed concern over the lack of power in different Morhas of Doda Constituency and urged the government to make a plan to electrify / re-electrify those villages which have no electricity for last couple of years. He also raised certain demands for execution of various roads projects, water supply schemes and irrigation schemes in the District. |
