The investigation conducted by the Crime Branch reveals that prima facie offences under section 419/420/468,471,201 RPC stands proved against the accused and accordingly the challan of the case has been presented in the Court. A trap case under FIR No 69/98 was registered on the complaint of Billu Ji Koul against one Desh Kumar Hangloo, the then Zonal Officer relief counter Udheywalla. During the trial of the instant case, it was observed by Anti Corruption Judge that Billu Ji Koul had drawn relief assistance under migrant category, to which he was not entitled to, and had prepared fake declaration form. A copy of the judgment was forwarded to the SSP VO for registering a formal case which was later on transferred to the Crime Branch for in depth investigation. The Crime Branch during the course of investigation found that the accused had registered himself under migrant employee category vide D From No 064528 for four members with camp commander Purkoo zone II and accordingly a ration card bearing registration No 220548 stands issued. In addition, he has also managed one D Form bearing No 071195 on the name of one Niranjan Nath Koul and pasted his own photograph on it by way of impersonation and also mentioned the fake name of his wife, daughter and son on the D Form. Whereas, actual Niranjan Nath who was already registered under No 028081 had mentioned the strength of his family at five.
