| Allegations of mismanagement, haphazard planning | | ‘PWD takes up works without following codal formalities’; pleases blue eyed | | Sajad Tufail

Alleging mismanagement and plundering of crores of rupees in a haphazard manner, a demand is being voiced for a probe into the works taken up in the district without following the formal codal formalities. Majority of the works are reported to have been allotted by the engineers to the kith and kin on commission basis.
Gross violation of rules and procedure is alleged to have made by AEEs, JEs & EXNs of R&B department Bhadarwah. The cursory glance of the allegations reveal gross violation of rules, procedure and financial irregularities in execution of various works in Bhadarwah R&B department. About 80% works are being done departmentally through their special agents, i.e. kith and kin and blue eyed boys by ignoring all norms, rules, regulation and procedure and 70% of the works was allotted to one only firm, a contractor alleged.
The Department had invited tenders for construction of a road. Though the soft stones were available on road side, the authorities preferred to pay extra carriage to bring stones from a nallah far away. Local residents of village Manthalla allege nexus between the contractor and the officials of the road and buildings department. The works taken up are below the laid down specifications, the inhabitants allege.
The allegation of the villagers was also supported by the former Advocat General Mohd Aslam Goni who recently visited these far of areas. He also alleged that sub standard material is used by the officials supported by the Congress. Is it not corruption, he asks.
Same is the condition of the roads like Chaka Mothalla, Nalthi Thannala,Saroor Bag,Sani Khaleni, Bhalla Malothi .Use of sub standard material is being also alleged in the construction of basements of foot bridges at Sultan Pura and Chinarpura – Punaja
It is pertinent to mention here that the Government had stopped taking up works departmentally during 1997- 2002 and accordingly circular was issued for not executing any work departmentally. Still then the AEE, JEs & EXN of R&B department Bhadarwah without caring for such instructions are busy in taking up works and allotting these among their own blue eyed contractors and kiths and kin of Congress workers on work orders and departmentally. The SE is reported to have given approvals to the unauthorized departmental works. It is not known how such approvals are given, when the same is not in their competence, says a social worker Imtiaz-ul-Rehman Butt.
Another example of misuse of funds can be visualized from the iron bridge constructed by the PWD near Jama Masjid Bhaderwah in which sub standard material has been used for the foundations of the bridge. A technical person told reporters that a very narrow spaced iron bridge has been constructed on Jama Masjid Nallah Bhaderwah on which only two persons can walk at a time from one side of the bridge.
Earlier, there was a wooden bridge on which minimum four persons could walk at a time from one side which was constructed a decade earlier by the local carpenters of Bhaderwah and the new decade engineers of PWD constructed a modern bridge which is of no use but a sheer wastage of money.
The sources said the bridge in question is to be demolished as the road is being widened shortly. If the department had such a proposal what was necessity of laying a bridge, the people ask and blame the authorities for misusing the government funds. This type of haphazard construction would lead us no where, the people question.
However, when contacted the Executive Engineer refused to give out anything saying that he is going on leave and will reply on return. |
