Gupta questions the necessity of maintaining Custodian Department
‘Package pre election gimmicks’

Terming the announcements by the Prime Minister, Dr. Manmohan Singh to provide succor to the refugees, migrants and sufferers of terror, as pre-election gimmicks, the former Union Minister and a senior leader of the BJP, Prof. Chaman Lal Gupta said for sorting out these humanitarian problems there is need for clarity of thinking and approach which were the cause of creation of such a situation.
Commenting upon the sops announced for return and rehabilitation of Kashmiri migrants, Prof. Gupta questioned the Prime Minister that why the pre-requisite for their rehabilitation are not being fulfilled and why the steps are not being taken to protect their properties which have been encroached upon and why even the much talked bill for protection of the properties of the temples and other religious places have not been enacted so far.
He also questioned that why the Rs. 2800 crore Action Plan formulated during the NDA regime for return and rehabilitation of migrants have been scuttled and to whom thousands of flats constructed in and around Srinagar colonies are being allotted.
About the rehabilitation of refugees from Pak Occupied Kashmir and migrants of Jammu areas, Prof. Gupta said that Prime Minister has made little concrete announcement except talking vague.
The BJP leader observed that many of the problems especially those of refugees from West Pakistan, are the result of the separate status for Jammu and Kashmir and unless there is change in this communal outlook of the Congress, National Conference and some other fellow travelers including PDP, the solution to this problem is a difficult task.
These parties also owe an explanation that why the Custodian Department is still being maintained to protect the properties of those who had left for Pakistan during the time of sad situation created in wake of the communal partition of India. And what is the fun in retaining this department when the migrants to Pakistan have opted for citizenship of that country decades back, he questioned.
Accusing these parties of having communal mindset, Prof. Gupta also made a poser that what had necessitated the retaining of Custodian Department and then enacting the much controversial Bill No. 9 in early eighties, and why they have failed to make any law or take effective steps to guard the properties of Kashmiri migrants and others of Jammu areas who have become refugees within their own countries but for follies of the Congress.
He said that such elections gimmicks would not work. By the abuse of their official position they may create some confusion but would not help in finding out solution to any problem without making basic changes and have clarity of vision.
