SAC directs VOJ to investigate the case through DIG

State Accountability Commission, comprising Justice GL Raina (Retd) Acting Chairperson and Justice Muzaffar Jan (Retd) as Member, in a complaint filed by the residents of Village Rajgarh, Kumait Tehsil and District Ramban have directed Vigilance Commissioner J&K that he will get this complaint investigated thoroughly through an officer, not below the rank of DIG and shall file the report of investigation within a period of 2 months.
In the complaint it has been submitted that as per the mandate of Rural Employment Guarantee Scheme (REGS) for providing labour work for 100 days @ 70 per day and accordingly the job cards were also issued to all the persons who were engaged under the scheme. The complainants were engaged and assigned work to complete assignments within a specific period of time so that a specific amount for a particular task may be given to them.
As per the complaint filed through Adv Amit Gupta, the complainant completed the work within satisfaction of the respondents but not a single penny has been paid to the complainants till date. The complainants have also made representation to the Chief Minister, Director Rural Development and Director Vigilance against BDO Ramban and others including two Sarpanches but it is very unfortunate that till date not even a single penny has been released in favour of the complainants and no action has been taken against the erring respondents. If an immediate enquiry is not conducted in the matter the respondents would misappropriate lakhs of rupees and shall cause great loss to the public exchequer, the complaint said.
SAC, after hearing Adv Amit Gupta appearing for the complainants, Adv Rozina Afzal and Zamrodh Singh Advocate appearing for the respondents and perusing the complaint and the replies filed and also going through the records made available by the respondents; observed that the Government has provided Rural Employment Guarantee Scheme for the betterment of down trodden and poor villagers. The scheme is alleged to have been exploited by the executive agencies to fill their coffers and manipulate the records. Allegations made in this complaint are of serious nature and require a thorough probe by the independent agency. This Commission is handicapped because of the lack of technical infrastructure and trained investigating agency.
In these circumstances SAC directs Vigilance Commissioner to take up the investigation of the complaint through an officer not below the rank of DIG and shall file the report of investigation within a period of two months from the date this order is communicated to the Vigilance Commissioner. JNF
