| SMVDU: Rules in winds, in the name of Goddess | | | Early Times Reporter Jammu | May 10 Rules, what? This expression holds true if one looks into the state of affairs at the Shri Mata Vaishno Devi University which has the rare honours of having Prime Minister of the country as Chief Guest on its first convocation. Few days back it was reported in these columns as how the blue eyed officials of the Shri Mata Vaishno Devi University get away with promotions and increments. In response it is told that those who got promotions and increments were cleared by the appraisal committee. Interestingly, looking at the constitution of the appraisal committee it turns out that the undue beneficiaries themselves were the part of appraisal committee –so where is the justice. As per University order number SMVDU/ADM/07/7317-19 dated December 17, 2007 and another order number SMVDU/ADM/07/7311-13 issued on same date, Vivek Verma and Tripti Saitu Gupta, both Office Secretaries, were promoted as Assistant Registrars. The order says that the promotions have been made after appraisal of performances of the two officers. The appraisal confirmed that both officers are good performers. In fact the appraisal could not have said anything contrary to this as Verma and Saitu Gupta both are members of the appraisal board. This is more like issuing one’s own promotion orders. Not only this, the same orders says that due to their “very good” performance the Honourable Vice Chancellor is granting them one advance increment –a sheer discrimination of power in favour of one employee at the cost of others Nothing can better explain the height of favourtism and nepotism than the fact that the similar performance appraisal had appreciated the services of two other officials –Sushil Kumar Trisal and Bikram Magotra –but they did not get any promotions. The performance appraisal order number SMVDU/ADM/07/7364-67 Dt. 19th Dec, 2007 & SMVDU/ADM/07/7360-63 has spoken high of Trisal and Mangotra but they were denied promotion or any increments as they do not fall in the category of favorites. In another case, the University order number SMVDU/Adm/08/326-329 of January 2008 appointed one Sanjeev Nagpal as Office Assistant in the scale of pay of Rs. 4500-125-7000. His wife too was appointed as Junior Assistant. He proved lucky enough as within next month and half, Nagpal is appointed as Assistant Registrar. No advertisement is issued for this post as the authorities at the SMVDU did not deem fit to give an opportunity of competition to other aspirants. |
