| Saran monitoring development as PM’s emissary | | | Early Times Reporter Jammu | May 13 Former Foreign Secretary Shaym Saran is these days monitoring development of border areas in Jammu and Kashmir as special envoy of the Prime Minister Manmohan Singh. Saran, who reached Srinagar on Monday, had a meeting with Deputy Chief Minister Muzaffar Hussain Baig and Chief Secretary Muzaffar Hussain Baig to review the development scenario. Keen to ensure upgradation of the border infrastructure in Jammu and Kashmir, Prime Minister Manmohan Singh had deputed his special envoy Shyam Saran to undertake a survey of the frontier areas of the state and suggest measures to improve it. Saran will be in J&K for next four days and during his stay he will visit Uri, Tangdhar, Samba and Akhnoor among others, sources said here. He will hold discussions with local authorities and officials of Army and BSF to ascertain the infrastructure needs that should be fulfilled, the sources said. After the visit, he will submit his report to the Prime Minister, well before the May 21 Foreign Ministerial talks between India and Pakistan. India and Pakistan have been discussing proposals for opening the LoC and border at various points to enhance contacts between people on the two sides. The Deputy Chief Minister while interacting with Mr. Sham Saran laid emphasis on infrastructural development of the border areas thereby leading to the improved living standard of the people living there, which would also boost tourism and create better relations with the neighbours. Referring to the national policy of which tourism and border development are essential parameters, Mr. Baig stressed on the need to have alternate connections with valley through Mughal road and Simthan road. He said adequate funds should also be provided so that other alternative routes connecting valley with a rest of the country would also be explored. On political side, Mr. Baig said that Government of India should be flexible and carry on talks with Hurriyat for their participation in the upcoming elections. "Since Jammu and Kashmir has a vital importance in the sub-continent and government of India should take appropriate measures for human resource development of the area", he maintained. |
