Speaker inspects site for border migrant’s colony

Appreciating the courage displayed by the border migrants in withstanding the difficulty times of hardship and struggle, the Speaker J&K, Legislative Assembly, Mr Tara Chand said that the government led by Chief Minister, Mr Ghulam Nabi Azad have earnestly pursued their case with the centre resulting in a comprehensive rehabilitation package for providing homes to these families rendered shelterless during the Kargil war.
Mr Tara Chand today visited the site where colony for rehabilitation of border migrants under Prime Minister Reconstruction Plan at Naiwala Gurha Jagir in Akhnoor.
The colony comprise of 6072 plots of 5 marlas each where infrastructure is being developed at a cost of Rs. 10 crore by the Public Works Department.
The Speaker impressed upon the executing agency to complete the work of construction of protection bund before the onset of monsoons. He asked them to gear up their manpower and machinery so as to speed up the ongoing works.
Reffering to the construction plan of the colony, the Speaker said that the lanes should be atleast 20 feet wide so that the colony presents a clear and hygienic look. Besides he suggested that a 30 feet wide and 10 feet deep channel should be constructed for diversion of rain water in case of floods adjacent to the colony.
Interacting with the allotees, he asked them to start the house construction work on the land allotted at the earliest so that the second installment of Rs. 25000 is released to them. He said that the government is serious in rehabilitation of the border migrants and due to the personal interest of Prime Minister Dr Manmohan Singh and UPA Chairpeson, Mrs Sonia Gandhi and Home Minister, Shivraj Patil Rs 78 crore package is being implemented for their rehabilitation.
He said till date Rs. 44.81 crore cash relief, Rs 11.27 crore relief for repair and renovation of damaged houses, Rs 1.02 crore for tractorization of fallow land, Rs. 7 crore for restoration of civic infrastructure in 21 villages, Rs 2 crore have been spent acquisition of land and Rs 12.14 crore have been paid for purchase of pair of bullocks and household articles to the border migrants.
He said that since agriculture is the mainstay of the people of the area,adequate compensation is being given to the border migrants so that they can restart their lives afresh. He said besides building houses for the people rendered homeless due to shelling from across the border, the government have also distributed relief to the tune of Rs. 10,000 per family for the purchase of utensils and furniture.
Stressing upon the families having agriculture land holdings on the Actual Line of Control to immediately start the tractorization of farm land. Mr Tara Chand said that since the land has been de-mined and adequate compensation rendered it is now safe for the people to resume their agrarian activities in the area. He said that the present government after assessing the situation on ground have increased the compensation amount from Rs. 2200 per hectare to Rs. 8200 per hectare for the farm land coming under mines.
Among others, Xens, PHE, PDD, PWD, SDM Akhnoor, Corporator and Ex-Panch and Sarpanch of the area and senior officers of various departments were present on the occasion.
