‘Calls for bringing about qualitative change in power system’

Minister for Power Babu Singh has emphasized the need for bringing about qualitative change in generation, transmission and distribution system of electricity in the state in view of global warming and bad weather predictions. He highlighted the need for adopting transparency and accountability at all levels in the power distribution system as 45 per cent of power loss is being attributed to power pilferage and mismanagement at ground level.
Inaugurating the day long workshop on 'Clean Development Mechanism Potential in J&K' here today, the Minister said, State needs to have a new energy policy focusing not only on hydel project but all other available potentials like thermal, solar energy, wind, solid wastes etc. to meet the challenges in future particularly on account of global warming. He said 'all the functionaries of Power Development and other concerned departments have to work with dedication and renewed spirit to steer the state out of present power crisis saying that big whooping amount of a State budget is being spent on its import, which otherwise, could have been used on' other development works. He stressed for evolving comprehensive planning and strategy to check emission of green house gases which is adversely affecting the ecology of the state.
The workshop was attended by Commissioner/Secretary Power Development department, S.K. Naik, Power Development Commissioner, R.K. Salee, Executive Director Power Development Corporation, all Chief and Superintending Engineers of the Valley, besides Asian Development Bank Consultant and Director Finance Power Development Corporation.
Babu Singh said that 450 MW Baghliar Hydel Project under state sector is nearing completion while 10 other independent power projects are also under execution. He said three power projects of 45 MW each are also at the final stage of completion in Ladakh and Kargil districts which on commissioning would help tide over power crisis in the state. He hinted that work on new 50 to 60 small scale power projects would be started soon hoping that all the procedural hurdles in its execution would be overcome.
Underscoring the need for greater involvement of people in minimizing the power losses caused due to pilferage and other reasons, the Minister hoped this would go a long way in improving our power transmission and distribution system. In this behalf, he called for launching a vigorous drive besides organizing seminars and awareness camps by the functionaries of the department about the judicious use of electricity at the grass root level right now in nook and corner of the state. He also urged for legalizing the illegal power connections in the state to increase revenue as also to motivate the people to use energy saver lamps.
Describing the engineers as cream of the society, Babu Singh said that heavy responsibility lies upon their shoulders in conceiving and designing such power projects which are nature and man friendly besides would meet the futuristic needs of the people.
Earlier, detailed presentation on ‘clean development mechanism’ potential was made in the workshop highlighting emerging power scenario in the state.
