| KAS officers vie for pound of flesh as promotions go wholesale | | | Early Times Reporter Jammu | May 21 ET SPECIAL As the state government goes ahead showering out of turn promotions with both hands to the civil bureaucracy, the officers from the state services are mounting pressure to take full advantage of the election year. Under the obvious political considerations, the government has in past few months promoted hundreds of officers in middle and subordinate bureaucracy clearly out of turn and in violation of the set precedence. In many cases where promotion to the higher ranks was not possible at the moment, the officers were still put in the upper posts in their own pay and grades (OPG). In nearly five months, more than 70 officers have taken the advantage of OPG to enjoy the higher posts without any merit. Many officers from the allied services, like Commercial Tax Officers have been posted as Sub Divisional Magistrates where they should have otherwise reached some ten years later. Amidst this unprecedented promotion spree, the officers of the state services (KAS) have thrown their hats into the spanner asking for more even though they enjoy all important positions in the bureaucracy. The KAS officers have been demanding in induction mechanism in which they can reach to the positions of Principal Secretaries and Financial Commissioner to the Government. Normally the highest position to which a KAS officer reaches in Jammu and Kashmir is the position of Commissioner Secretary to the government. The KAS officers association today held a meeting in Srinagar and made a case for acceding to their demands. Today’s meeting was apparently motivated by the promotion of Law Secretary Akhtar Hussain Kochak to the post of Principal Secretary. Kochak is neither an IAS officer nor KAS and still he enjoying best of bureaucracy. The KAS Officers Association in its meeting held under the chairmanship of DC Badgam Farooq Renzu hoped that all the commitments made by the government to the cadre officers will be fulfilled. The Chief Minister had explicitly announced that non-cadre officers will never be posted at cadre posts at any level. The association believes that the process of posting of non-cadre officers to their present departments will start soon, so that the remains no scope of inducting non-cadre officers from different departments. The association has already requested that keeping in view the premier character KAS/ KPS in the state the direct elevation of the officers from super-time-scale of the Principal Secretaries and Financial Commissioners will be encouraged. They also hoped that the process of inducting various officers as per fixed seniority from feeding services to the super-time-scale will be made time bound and frequent. The association expected that all vacancies in super-time-scale, Additional Secretary scale and Deputy Secretary scale will be filled on the basis of fixed seniority without any further delay. The President of the Association Khawaja Farooq Ahmad Renzu, General Secretary of the Association, Mr. Kifayat Ahmad Rizvi Custodian General, Office bearers of the association and prestigious members including Mr. F. A. Shah, Director Tourism, Mr. Showkat Ahmad Mir, MD HPMC, Mr. Manzoor Ahmad Lone MD SRTC, Mr. Tariq Ahmad Mir, Director ERA, Mr. Khurshid Ahmad Special Secretary, Mr. Anoop Khanna, Special Secretary and Mr. Gupta Additional Secretary also spoke on this occasion. They unanimously underscored the role of the KAS officers in the development of the state. The speakers were of the opinion that they will play responsible role for development of rich infrastructure in the state so that Jammu and Kashmir marches towards prosperity. They said each officer associated with fraternity is committed to serve to people in general and work sincerely being important component of the government establishment. It is underway of each officer to translate the governments policies into the action. The association expressed its confidence and appreciation for all prestigious members of the state cabinet who have been unanimously supporting creation of top level posts for KAS/KPS cadre. The association also appreciated the role of the Chief Secretary of Jammu and Kashmir Mr. B. R. Kundal and Commissioner Secretary GAD Mr. Basharat Ahmad Dar and all the members of the high level establishment committee for its unanimous view to strengthen the cadre. The association hoped that 50 posts in super-time-scale and 10 posts respectively at senior level positions will created soon by issuing special SRO in this connection so that all cadre officers from top to bottom are able to render their services with more enthusiastic and confidence. |
