Making the last minute efforts to grab top positions in administration, the officers of the Kashmir Administrative Services, are mounting pressure on the government. The association members today met the Chief Secretary in Srinagar. they also called Principal Secretary Home Mr. S. S. Kapoor and Commissioner Secretary GAD Mr. Basharat Ahmad Dhar and sought their role in making the common seniority procedure.
The delegation was headed by President of KAS Officers Association Khawja Farooq Renzu was accompanied by Custodian General and General Secretary of the Association Mr. Kifayat Rizvi, MD HPMC Mr. Showkat Ahmad Mir, Director Tourism Mr. Farooq Ahamad, Special Secretary Education Mr. Anoop Khanna and Deputy Secretary Mr. Jitendr Gupta.
The association appreciated the role and intention of the government by taking pro-active stand to strengthen KAS cadre.
Chief Secretary gave assurance to the delegation that the long pending demand to review Junior Scale KAS from the fresh batch will be fulfilled soon.
Chief Secretary assured that all cases of promotion of feeding service officers will be cleared on priority and all vacancy at the higher level grade of KAS cadre including leave services will be filled very soon.
He said that Common seniority will also be maintained in future from fresh Combined Services batches so that they could not suffer for stagnation.
The association also invites the attention of Chief Secretary regarding the demands of the cadre which they have presented in two day KAS offices Conference held at SKICC last year which included creation of top level posts and expansion of posts in Super-Time-Scale category so that bottlenecks to be removed and officers of all cadre are able to reach higher administrative posts directly at the state level. The association also invites the attention of Chief Secretary about filling of vacant posts of Super-Time-Scale, Special Secretary and Additional Secretary. The Association also pointed out the stagnation of officers for long period of 17-20 years in one post and grade due to various reasons can be compensated only by creating of higher scale grades as applicable in other states of the country for local officers.
All the officers of the association, unanimously expressed their gratitude to Chief Minister of J&K State who has himself made several promises in association conference last year to strengthen KAS/KPS cadre.
The officers assured Chief Secretary that all the officers of the cadre will play their sincere role in translating government policies in to action and work for helping of our people at large. They said the entire J&K state cadre officers has played a vital role in development and creation of infrastructure which has ushered state back towards normalcy and prosperity.
