| Illegal occupants of commercial state land to be evicted: CS | | | Early Times Reporter Jammu | May 29 Chief Secretary, Mr. B.R Kundal convened a high level meeting to review the implementation of Roshni scheme provisions here at Jammu today. Among others, Finance Commissioner Finance, Mr B.B Vyas, Divisional Commissioner Jammu, Mr Sudhanshu Pandey, Secretary Revenue, Mr M.H Samoon, Deputy Commissioners of the all the districts of Jammu division were present. Mr. Kundal thoroughly reviewed the progress made in extending ownership rights and entering mutations in the favour of occupants of the state land under Roshni scheme and discussed in the length the quantum of achievements in this regard district wise. Mr Kundal exhorted upon all the Deputy Commissioners to ensure recoveries of the pending revenue within 6 months and also ensure entries of mutations in favour of the beneficiaries of the scheme at the earliest. He emphasized upon all the Deputy Commissioners that the illegal encroachment of state land being used for commercial purposes if not legalized, initiate eviction proceeding against those occupants. The Chief Secretary disclosed that guidelines of the Roshni Act are being amended and for BPL population the ownership rights of the state land are being conferred free of cost upto 3 marlas for residential purpose. He also issued instructions that powers of entering mutations be bestored with the Naib Tehsildars in their respective jurisdictions so that pace of implementation can be accelerated. He also exhorted for creating vigorous awareness and organizing camps for the implementation of the Roshni scheme and on spot disposal of the applications be made. The DDCs also highlighted impediments coming in the way of implementation of Roshni scheme and entering mutations thereof which included staff shortage, less response of the occupants of the land being used for commercial purposes and paucity of funds for the scheme. Mr. Kundal issued instructions for release of Rs. 1 lakh each in favour of Deputy Commissioner for meeting petty expenses on account of implementation of Roshni Act and also asked the DCs to take up the activate process of re-employment of retired Revenue officials for accelerating the implementation of Roshni scheme. Mr Kundal also enjoined upon all the DCs to gear up the process of summary revision of electoral rolls as a number of discrepancies have been noticed so that updated electoral rolls can be prepared well before the assembly elections and issuance of Electors Photo Identity Cards (EPIC) to hundred percent voters be ensured. |
