| HC directs PSC to allow petitioner for interview | | | Early Times Reporter Jammu | May 30 Justice YP Nargotra of J&K High Court, Jammu wing today directed Public Service Commission to allow the petitioner Joyti Kiran to participate in the interview process for the post of lecturer 10+2 (commerce), provided the petitioner submits her option in terms of the short-listing criteria. This significant order passed in a writ petition filed by Joyti Kiran claimed to be Ph.D in commerce and obtained degree from Jammu University. The J&K Public Service Commission vide notification dated September 29, 2005 had invited applications for the post of 10+2 lecturers (commerce). However, the selection process under this notification was not carried out and another notification was issued on January 17, 2006. The petitioner submitted his candidature pursuant to the said notification, for short-listing the candidates; the PSC published its criteria. Advocate FA Natnoo, appearing for the PSC, submitted that candidates with higher qualification than the prescribed one to submit their option whether they intended to appear in the screening test and if they so opted they would be entitled to five additional marks in the interview and in case they would not opt for the same they would not get the additional five marks, but would be eligible to participate in the interview. The petitioner though possessed the qualification of doctorate, yet was not been called for interview. Natnoo further submitted as per the qualification the petitioner was eligible to be called for interview as per the instructions received by him. Justice YP Nargotra after hearing GS Thakur appearing for the petitioner and Adv FA Natnoo appearing for the PSC observed that in this view of the position, the petition is disposed of with a direction to the PSC to allow the petitioner to participate in the interview and also disposed of connected CMP.
