Once again the Gujjars in the country are on war path over delay on the part of the Government in granting them ST status.In-service Armymen and exservicemen besides the police,including those in the IPS cadre,are bitter over the sixth pay commission report.The report,as they say,has given a raw deal to them when compared to those in the IAS cadre.Exservicemen staged protest demonstrations acorss the country and the senior functionaries of the Defence Ministry were annoyed over them on the plea that they should not have held demonstrations.The service Chiefs have submitted a memorandum to the Defence Minister wherein they have pleaded for better deal for the men of the three services.
So far the centre has not been rocked out of its slumber.The exservicemen stated that when they had no other option they had to stage demonstrations.They alledged that they tried to discuss their problems with the senior functionaries of the Defence Ministry but there was no assurance from them.And surprisingly during the last over one year the Rajasthan Government and the centre are engaged in leg pulling.One holding the other responsible for the Gujjar agitation.If one examines all the issues pertaining to reservations the successive Governments in the centre should be held responsible for the trouble that is brewing in the country on the reservation issues.India is the only country in the world where there is reservation for scheduled castes for the Gujjars for those belonging to the backward classes.In Jammu and Kashmir there are reservations for those living in the border areas and those in the security forces etc.Either do away with reservations or cover more segments of people under them.
Has it ever happened that the Government comes forward to accept demands of employees of certain sections of people who demand better pay packets or reservation without forcing them to go on strike and hold protest rallies.The ruling coalition Government refused to respond when the employees of the SRTC in Jammu and Kashmir went on strike which continued for over a month.The Government suffered losses but was not prepared to concede their demand of releasing their salaries which had not been paid for four months.The clerical staff in the state are on strike for the last many days.People suffer when they find their files do not move from one table to the other.But the Government is silent.
And in the mess the trade union leaders and bodies thrive.They know that only after the struggle was intesnfied the Government would yield.For the last over three years the central Government in general and the Defence Ministry in particular are worried over the increasing rate in senior service officers quitting the Army,Air Force and the Navy because they get better pay packets in the private sector.The centre has decided to take in hand measures that could make service in the Army,Air Force and the Navy lucrative.While the Government was considering these measures the Sixth Pay Commission report proved a bombshell for those who were intending to join either of the three services.The senior functionaries of the police in the country have met the Union Home Minister and submitted a memorandum demanding better pay packet.Feeble assurances from all quarters.No defnite and time bound implementation of those assurances.The centre and the state Governments behave like mothers who do not feed their babies with milk unless they cry.And the Gujjars are crying.Let the Government feed them in order to spare people and the country of hardships and bloodshed.Let the centre,without waiting for inservice,exservicemen,police and pramilitary forces to cry loud that could destabilise peace in the country which is already under threat by the activities of militants and Naxalites.
