| It is politically official: Kundal to be Minister on Monday | | Decks cleared for CS' political ambitions, SS Kapur to take over as top Babu | | Early Times Reporter Jammu | May 31 Decks have been cleared for the formal launch of Chief Secretary BR Kundal in the politics and in a major political development there is all possibility of his induction into the state cabinet on Monday. Highly placed sources told EARLY TIMES that Kundal is all set to submit his resignation on Monday and the same evening he may make way into the state cabinet. Despite repeated attempts Kundal could not be reached for his comments while officials at Rab Bhawan as well as Civil Secretariat confirmed the development. A meeting of the state cabinet is slated to be held in Srinagar on Monday at 10 AM where the resignation of BR Kundal is likely to be taken up, said the sources. When contacted a source in the government confirmed the cabinet meeting schedule but he feigned ignorance about Kundal's resignation. A 1972 batch IAS officer, Kundal had taken over as Chief Secretary in October last year and he is due to retire in February 2009. If all goes well as reported by the sources, on event of Kundal's induction into cabinet, the next senior officer Sham Singh Kapur may take over as the Chief Secretary. It may be recalled here that EARLY TIMES had already reported in its Friday issue about intention of Kundal to joint politics and to contest ensuing assembly elections from Samba constituency. Chief Minister Ghulam Nabi Azad is learnt to have encouraged Kundal to join politics as a part of the Congress party. Sources said that the resignation papers of Kundal have already been forwarded to the Government of India for acceptance. The experts in bureaucracy expressed their surprise about the speculations as they said that acceptance of resignation of a top IAS officer is essentially a cumbersome process and it can not be done in matter of hours as being rumoured. However, another source pointed out that the resignation papers may have been submitted earlier and Monday this may be just the last formality. The Raj Bhawan sources confirmed that arrangements are in place for administering oath of office and secrecy on Monday evening. It is also learnt that Kundal may be given the Revenue department upon his induction in the cabinet. The Revenue department is presently being held by the Chief Minister. Born in R S Pura Jammu on February 11, 1949, Kundal has done MA in Political Science and served as a teacher in School education department for some time before doing his MA Political Science from Jammu University. He qualified IAS in 1972 and was promoted as Financial Commissioner on April 21, 2005. He has also worked as Div Com Jammu. Meanwhile, upon induction of Kundal in the state cabinet, the Financial Commissioner Home SS Kapur is likely to replace him as Chief Secretary. Sours indicated that an IAS officer of 1974 batch, Kapur is all set to take over as chief secretary by Monday. His appointment is likely to be cleared by the Cabinet on Monday morning. Born on January 15, 1951in Himachal Pradesh has done BE (Civil Engg), PG Diploma in Population Development and MBA from his home state before being selected in IAS. He has remained on important assignments including joint secretary minister of commerce and industry GOI, principal secretary industries and commerce and financial commissioner Planning and Development Department before taking over as FC home in February 26, 2008. |
