Blatant misuse of beacon lights by bureaucrats

Jammu | June 2
In a clear violation of Jammu and Kashmir High Court orders, Tehsildar Mendhar who is "statutorily" not entitled to place red lights atop his vehicle can be seen moving freely in his vehicles fitted with red lights.
Ironically, police continue to be a 'mute spectator' of this illegal activity which the sources attribute to pressure from powers that lies with him. This trend has become a nuisance for the people who have to bear the brunt of this 'unchecked practice'.
Sources maintained that though concerned police officials are aware of the misuse of red lights in the region yet it has failed miserably to check its misuse. The 'callousness' on the part of concerned police officials should be attributed to pressure from powers that bureaucrats lies with them, added sources.
Much to the chagrin of common people that despite government directions to the executing agencies to punish those found to sport lights other than permitted by the law, the misuse of red lights by bureaucrats and other government officials has become an order of the day. The fitting of unauthorized red lights atop vehicles is an offence under the Motor Vehicles Act.
In compliance with Jammu and Kashmir High Court directions, the state government had issued an order number ER/14/MVD/2007 dated 08.02.2007 wherein it was categorically mentioned that the state government dignitaries and officials including Governor, Chief Minister, Deputy Chief Minister, Speaker and Deputy Speaker of Legislator Assembly, Chairman and Deputy Chairman of Legislative Council, Chief Justice and other judges of Jammu and Kashmir High Court, Cabinet Ministers, MLAs, Members of Parliament, Mayors of Jammu and Srinagar Municipal Corporations with in their limits, Chairman of Ladakh Autonomous Hill Development Council (LAHDC) Kargil and Leh, Chief Secretary, Advocate General, Finance Commissioner, Chairman of Public Service Commission (PSC), Director General of Police and equivalent ranks, Private Secretaries, all Additional Director General of Police (ADGPs), Inspector General of Police, Deputy Inspector General of Police, Divisional Commissioner, District Magistrates and SSPs are supposed to place red lights atop their vehicles.
The order further maintained that the Pilots of Control Room vehicles and Fire & Emergency Service Departments can ferry vehicles fitted with "Blue Flesher" while the Airport authorities are permitted to place "Amber Pressure" atop their vehicles.
Sources maintained that the vehicle of Sub-District Magistrate (SDM) being used by Tehsildar Mendhar has not been placed in the category of red lights and ferrying of such vehicles fitted with red lights is a 'clear violations' of norms laid down under Motor Vehicle Department.
