Why performance measurement introduced only for Govt. school teachers ?

The state Government has decided to sanction release of increment and promotion in favour of only those teachers whose performance was above average.This decision has been taken after the Government in general and the Education Department in particular were rocked by very poor performance of teachers resulting in the equally dismal and very poor pass percentage of students belonging to the Government run schools in the tenth and the 12th examinations.While the pass percentage in private schools in these examinations ranged between 80 and 100 the percentage in the Government run schools has varied between 20 and 40 per .Ninety per cent students in the merit lists were from private schools and the rest from the Government schools.
Are only teachers in Government schools responsible for the dismal performance of students from these schools ?This question has been posed by a number of educationists in the state.Their argument is that while teachers in Government schools can be responsible for the poor performance of students in the examination to the extent of 25 per cent other factors responsible include lack of infrastructure,lack of proper academic atmosphere in Government schools.In addition to this,inherent talent or what educationists call IQ among the students belonging to the urban belts in the state is much higher than those in the remote rural areas.An old saying is that if you educate a woman you educate the society.In the remote rural areas the percentage of educated females is far lower than in the urban belts.Hence students fail to get necessary guidance within their families.Against this mothers keep not only goading their wards for working hard but they teach and guide them.Whatever deficiency one feels that is covered through private coaching.Those who do not believe it they should visit coaching institutes and judge crowd attending the classes.Others,who can afford,get their wards taught and trained by teachers who are engaged in guiding them in their houses.
Mark the difference between the infrastructure and the atmosphere in Government schools and the one existing in private schools.Most of the Government schools are run in dilapidated buildings and in certain cases tiny tots have to sit under the shade of trees where the teaching classes are held.Against this class work is carried out in palatial buildings in private schools where one finds adequate lasboratory and library infrastructure.
Assuming that teachers are more responsible for the poor performance of students in Board Examinations what about doctors,paramedical staff,engineers,overseers, clerks and bureaucrats in the civil administration and the police?Has the Government though of their performance level before their increment and promotions were okayed ? No,not till date even if patients die on the operation table because of lack of expertise on the part of surgeons,files stop moving from one table to the other,recently constructed buildings and bridges collapse on account of use of substandard material or if the decision of bureaucrats compounds the level of injustice of aggrieved visitors.Has the Government,at any stage,decided to monitor the performance of ministers and legislators ?No never.Yes,some ministers were dropped out of political expediency or convenience of the Chief Minister.Yes,legislators who failed to perform are punished by the voters and not by any Government agency.Those who support the Government plan of measuring performance of teachers for giving pecuniary and rank benefits to them argue that since teachers are the makers of nation they are supposed to show better performance.Aren't doctors,engineers and bureaucrats makers of a healthy nation ?
The idea conceived for meauring performance of teachers is really noble.But those who are authors of this idea and those in the Government haved supported it do not have their children studying in Government schools.Children of ministers,legislators,senior bureaucrats,even if they hail from villages and tehsil headquarters,study in prestiguous private schools in the summer and winter capitls of the state and other district headquarters.Some among them have afforded sending their children to educational institutions outside the state.Miracles cannot be expected from Government teachers when they have bad tools in their hands.Before holding teachers responsible for the poor pass percentage in Government schools blame the Government itself, and the society,which have strengthened the divide between the urbanites and the ruralites.At least the higher authorities in education department have to force the school heads to emulate their counterparts in private schools for raising the level of discipline among the teachers and the students so that no side was able to play truants.Discontented teachers means dejected school atmosphere.
